The Work

The Developer/Programmer Analyst 3 is a technical professional responsible for designing, developing, testing, implementing, and maintaining complex software applications and systems. This role involves performing advanced analysis of user needs and requirements to create efficient software solutions that align with organizational objectives. The incumbent will collaborate with cross-functional teams, including business analysts, quality assurance personnel, and end-users, to ensure system functionality, performance, and scalability meet organizational and user requirements.

Responsibilities

+ Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems.

+ Evaluates user requests for new or modified programs, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities.

+ Consults with users to identify current operating procedures and clarify program objectives.

+ Formulates plan outlining steps required to develop programs, using methodologies such as structured analysis and design or object-oriented development.

+ Other duties as assigned.

Qualifications

Here’s What You Need

+ 8 years’ experience withanalysis and development experience in complete software development life

cycle, including designing, developing, testing, integrating and deploying applications.

+ 8 years’ experience in SQL programming and object-oriented analysis and design. Experience with

Java and J2EE technologies, and internation with relational databases.

+ 8 years’ experience with Web Services, RAD, and WebSphere. Ability to create, read, and

understand Oracle based procedures or a relational database application.

+ 8 years’ experience with system integration testing to apply knowledge of programming techniques

and computer systems.

+ 8 years’ experience facilitating interpersonal interactions involving design, development, testing, peer reviews, and implementation activities including developers, business analysts, development and QA teams while ensuring that system requirements are documented.

+ 8 years’ experience developing test plans, test scenarios, test processes and schedules. Experience designing and coordinating defect reporting and validating defect fixes.

+ 8 years of understanding of data structures, data migration/conversion/transformation and concepts

of both relational and multi-dimensional database design.

+ 8 years of evaluating user requests for new or modified program analyzing and developing

specifications to determine feasibility, cost and time required, compatibility with current system, and

computer capabilities.

+ 8 years of experience consulting with user to identify current operating procedures and clarify

program objectives.

+ 8 years of experience formulating plan outlining steps required to develop program, using

methodologies such as structured analysis and design or object-oriented development.

+ Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.

+ Ability to analyze systems and procedures

+ Strong multitasking skills with the ability to manage multiple design streams across concurrent work effort.

+ Must be self-motivated and able to work well independently as well as on a multi-functional team.

+ Ability to handle sensitive and confidential information appropriately.

Desired Qualifications:

+ 2 years of experience with HHSC Systems.

**Reports to:** Program Manager

Working Conditions

+ Professional office environment, with the ability to work onsite in the main office.

+ Must reside in the Austin area.

+ Must be physically and mentally able to perform duties extended periods of time.

+ Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.

+ Must be able to establish a productive and professional workspace.

+ Must be able to sit for long periods of time looking at computer screen.

+ May be asked to work a flexible schedule which may include holidays.

+ May be asked to travel for business or professional development purposes.

+ May be asked to work hours outside of normal business hours.

+ Travel costs, per diem, and other related expenses must be pre-approved in compliance with State of Texas travel guidelines.
