POSITION GENERAL SUMMARY:
Oversees security and parking operations for Expo Idaho, a premier fairgrounds and multi-use event venue owned by Ada County. This position is responsible for oversight of security and security plans for events held at Expo Idaho and works with staff, visitors, vendors, contractors and other stakeholders to maintain a safe and orderly environment. DISTINGUISHING FEATURES OF THE CLASS:
The incumbent works under the general supervision of the Business Manager. Work is performed independently, raising questions to the supervisor for unusual or complex situations. Work duties and activities are completed in accordance with County policies, procedures, and safety practices.
Essential Functions
+ Reviews, approves, and coordinates all security and parking plans for events at Expo Idaho to ensure safety of the public and efficient ingress and egress from Expo Idaho;
+ Provides oversite and conducts routine inspections of parking lots, grounds, buildings, access points, lighting, signage, and security infrastructure; identifies and addresses safety concerns;
+ Provides security supervision over onsite events where alcohol is served, ensuring compliance with Idaho liquor laws and event-specific alcohol control plans;
+ Participates in and oversees security operations for events held at Expo Idaho and the Western Idaho Fair, the Boise Professional Soccer facilities, and Park facilities, ensuring consistent application of safety, parking, and crowd-management protocols across all property areas;
+ Monitors surveillance systems, access control, and alarms;
+ Responds to security incidents, facilitates investigations of issues, and reports findings;
+ Works closely with event staff and third-party security vendor to coordinate security staffing needs, implements responsible beverage service protocols, and mitigates alcohol-related risks;
+ Organizes and delivers site-specific security and alcohol-related policy and requirement training to security or parking staff;
+ Develops and implements security policies and procedures;
+ Develops and implements event-specific parking and traffic control plans to optimize vehicle flow and pedestrian safety;
+ Oversees contracted or in-house security and parking personnel during events;
+ Greets and directs visitors, vendors, and facility partners, providing excellent customer service;
+ Coordinates parking lot operations to ensure adequate parking for visitors and events;
+ Enforces parking regulations and issues citations;
+ Works closely with maintenance staff to coordinate parking lot set-up and maintenance activities;
+ Tracks and monitors vehicle traffic and parking space usage and adjusts parking operations as needed;
+ Collaborates with local law enforcement, emergency services, or other stakeholders to develop emergency response plans and ensure compliance with safety regulations;
+ Prepares and files reports describing incidents, accidents, or intruders;
+ Maintains records of security and parking operations;
+ Maintains compliance with local and state regulations, including crowd control, emergency egress, and ADA access requirements.
ADDITIONAL FUNCTIONS:
+ Assists with budget tracking for parking and security expenses, and procurement of related equipment or services;
+ Performs related duties as required.
Job Requirements
+ High school diploma or equivalent required;
+ Three (3) years of related experience in security, parking logistics, event coordination, public safety, or related experience preferred;
+ Ability to attend and successfully complete Alcohol Awareness Training with 12 months;
+ Knowledge of fundamental security policies and procedures;
+ Knowledge of security equipment and screening methods;
+ Knowledge of public venue operations, crowd control, emergency planning, and parking logistics;
+ Knowledge of Idaho liquor laws, alcohol service regulations, and best practices for crowd and intoxication management preferred;
+ Skill in the use of computer programs;
+ Skill in leveraging security-focused experience to maintain safety while providing courteous, solutions-focused assistance and communication to third-party security staff, guests, vendors, and event participants;
+ Ability to hear, listen to, and understand radio transmissions using an earpiece;
+ Ability to understand instructions;
+ Ability to communicate both verbally and in writing;
+ Ability to interpret site maps and develop traffic plans;
+ Ability to manage multiple priorities in a fast-paced environment;
+ Ability to perform necessary searches;
+ Ability to keep accurate records;
+ Ability to prepare accurate and grammatically correct written reports;
+ Ability to deal firmly and courteously with the public;
+ Ability to de-escalate conflict;
+ Ability to operate security and screening equipment;
+ Ability to react quickly and calmly in emergency situations;
+ Ability to maintain a professional image and demeanor;

+ Ability to make sound, reasonable decisions in accordance with laws, ordinances, regulations, and established procedures;
+ Ability to perform duties without posing a direct or indirect threat to the health and/or safety of the public, court, employees, and/or incumbent.
OTHER REQUIREMENTS:
+ This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
Work Environment & Physical Demands
+ Work is performed in an office and indoor/outdoor event environments, and employee in this class is subject to indoor and outdoor environmental conditions;
+ Must be able to work flexible hours, including evenings, weekends, and holidays, based on event scheduling;
+ Must be able to walk and stand for long periods on facility grounds to perform security and parking directives;
+ Requires the use of vehicles or utility carts to patrol, monitor, and navigate event sites;
+ Requires use of radios or mobile devices, surveillance monitors, and standard office equipment;
+ May be lift up to 20 lbs.;
+ Requires sufficient personal mobility and physical reflexes which permits employee to function in a general office environment and navigate between facilities to accomplish tasks;
+ Exposure to kitchen and concession areas, noise, and large crowds during events.
