About this Position:
This position serves as a Plant Manager, assigned as needed to various fabrication plants that produce precast and pre-stressed concrete products used in DOTD bridges and overpasses. These plants are located throughout Louisiana and neighboring states. On occasion, the DOTD may procure materials from plants located nationwide. Currently, the Department has eight (8) permanent fabrication plants that are certified to produce materials for DOTD. The number of fabrication plants fluctuates, depending on the number and size of construction projects using precast and pre-stressed concrete products. Plant assignments are made so that all four (4) DOTD plant managers have responsibility for one or more plants at any given time. During periods when fewer than eight plants are in operation, plant managers may share plant managers’ responsibilities. Due to the nature and location of work, the incumbent is required to travel and stay overnight for extended periods of time to perform inspection and certification duties at the plants.

Minimum Qualifications
Possession of a high school diploma or GED plus three years of sub-professional engineering experience; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus three years of sub-professional engineering experience; OR
Eighteen semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics.

Job Duties and Other Information
Job Duties:
+ Oversees the quality assurance of the production of precast and pre-stressed concrete products, such as precast slab panels, bent caps, girders, and piles at fabrication plants by ensuring that bed layouts, reinforcing steel spacing, strand placement, stressing procedures, and concrete quality, all comply with DOTD requirements.
+ Has the authority to shut down plants whose produces and/or production methods fail to meet DOTD standards. The Plant Manager also has the authority to reject materials he/she determines to be in noncompliance with DOTD standards.
+ Ensures proper procedures are followed in the shipment of products to the job site.
+ Confers with fabrication plant personnel, including Plant Superintendent, to facilitate the inspection and production of materials to be used in DOTD construction projects. Acts as liaison between DOTD Project Engineers and Plant Superintendent in order to meet DOTD product production and delivery schedule.
+ Reviews inspection reports and performs a visual inspection of the storage area to determine acceptability (accuracy and quality of the workmanship) of fabricated structural products, in order to approve payment to the Contractor for the product stored and ready to be used for DOTD projects (stockpile payment).
+ Certifies concrete batch plants, annually, by visually inspecting the equipment (water meters, admixture gauge, storage bins, scales, etc.). Certifies the batch plant being inspected meets DOTD regulations by affixing a dated, certified, DOTD sticker on the control panel at the batch plant.
