Division: Within the Administration Department at ELMHS Located in Jackson, LA
The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation and consultation for adults. Programs include inpatient interventions, jail based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long term psychiatric are in coordination with the total system of care in Louisiana
ELMHS is currently seeking a qualified candidate with demonstrated supervisory and fiscal/financial management experience to join our Administrative Department.
Minimum Qualifications
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
In this role, you will:
+ Direct and administer all ELMHS fiscal operations (Financial Management, Revenue Management, Procurement Management, Materials Management, and Patient Accounts) to include strategic planning, operational planning, and performance assessment.
+ Assist with the preparation and implementation of the ELMHS Budget, Capital Outlay, and Annual Report.
+ Ensure efficient and effective utilization of resources through financial reporting and through monitoring of operational plan performance indicators.
+ Provide details for variances and recommends corrective actions.
+ Assist in developing goals and policy at the LDH/OBH/ELMHS level.
+ Ensure implementation of policies throughout ELMHS.
+ Administer the financial accounting and management system of ELMHS and directs the fiscal operations of the department.
+ Perform the role of financial audit coordinator for the Department.
+ Implement, monitor, and report monthly, quarterly, and annually the revenues, expenses, and outcome measures of ELMHS.
+ Provide details for variances and recommends corrective actions.
+ Meet with Administration and other interested parties concerning the financial operation of the Department.
+ Advise the ELMHS CEO concerning program operations.
+ Serve on special projects, tasks forces, and committees at the agency, regional, and state level.
+ Advise the ELMHS CEO and Asst. CEO (and the OBH Deputy Assistant Secretary as needed) concerning program operations, performance evaluations and budgetary issues. Reports ELMHS Fiscal operations to the ELMHS CEO, Asst. CEO, and System Executive Board, OBH, LDH, DOA, and Legislature.
