Office of Unemployment Insurance Administration (OUIA) Overview:
OUIA oversees Louisiana’s Unemployment Insurance (UI) program, which provides temporary financial assistance to eligible workers who are unemployed through no fault of their own. The office manages the full UI lifecycle, including employer tax collection, benefit claims processing, fraud prevention, and appeals
Louisiana Works (LW) is seeking an ORS Technical Specialistto join the Office of Unemployment Insurance. This is a highly specialized position utilizing detailed knowledge of programs and services available through the Louisiana Works Unemployment Insurance Program. This position will also be able to identify, design, and test automated systems and software changes that directly affect the outreach and communication efforts of Louisiana Works. In this position, the position must have a working knowledge of the La Works System Development Life Cycle (SDLC), state and federal laws and regulations, and policies used to administer UI programs.
Minimum Qualifications
Six years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
Six years of full-time experience in any field plus three years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
A bachelor’s degree plus three years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services; OR
An advanced degree in any field or a Juris Doctorate plus two years of experience in unemployment insurance, workforce development programs, workers’ compensation, administrative services, or social services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Details:
• Project Management/Subject Matter Expert/Knowledge Base: Utilize basic project management (PM) skills to manage all assigned projects. This activity will include utilization of appropriate PM software, assigning tasks, deadlines, resource allocations, identifying responsible parties and tracking all activities.
•Serves as Subject Matter Expert (SME) and provides technical level assistance to staff, employers, jobseekers and other interested parties on matters of the agencies unemployment program, reemployment initiatives and HiRE integrated system
•Design of automated system changes: Identifies, captures and documents all business and functional requirements associated with a needed automated system change or enhancement.
•User Acceptance Testing: Creates formal, written test plans to capture all conditions necessary to test all aspects of requirements identified in the BRO.
•Miscellaneous: Provides backup support and assistance to other integration staff members and inboxes
