We’re looking for aHuman Resources Supervisor to join ourHuman Resources Division! This role is responsible for supervising the Talent Acquisition Program including, all placement activities, posting, filling of positions, recruitment, selection and onboarding of personnel.

Minimum Qualifications
Six years of human resources experience; OR
Six years of full-time experience in any field plus three years of human resources experience; OR
A bachelor’s degree plus three years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Duties include, but are not limited to:
+ Directs the day-to-day operations of the Talent Acquisition Unit.
+ Works closely with unit staff, HR Management and Division Directors on a daily basis to address program matters. Follows up to ensure that appropriate actions have been taken to resolve issues.
+ Assists the Hiring Manager in establishing goals, standards and priorities for each unit to ensure that actions and decisions remain within legal/ethical parameters and adhere to internal controls.
+ Advise management on the guidelines and procedures needed to fill specific vacancies according to Civil Service rules, federal requirements and LDR policy, and executes the appropriate documentation of such.
+ Post job openings in LA Careers, submits referral lists to hiring manager for review.
+ Determines and calculates pay on actions, ensuring that they are in accordance with Civil Service Rules and LDR policy.
+ For direct reports; approves leave requests, conducts performance evaluation and planning sessions, assigns work activities, supervises performance, and provides coaching and counseling as needed.
+ Conducts interviews, recommends hiring, promotions and utilization of pay mechanisms as applicable for this section.
+ Helps to develop key performance metrics for HR Analysts to determine success of the Talent Acquisition team.
+ Create a strategy of service with timelines and commitments for HR staff and hiring managers to ensure a reasonable timeline for onboarding new hires.
+ Assist the HR Director and HR Manager as needed.
