The Louisiana Works is seeking an Compliance Investigator Managerto join the Office of Workers' Compensation. The Office of Workers’ Compensation Administration (OWCA) in Louisiana oversees the enforcement and administration of workers’ compensation laws, aiming to support early return-to-work efforts and improve workplace safety. The department manages disputed claims, conducts hearings, reviews medical treatment disputes, and investigates fraud through collaborative efforts like the GAME ON task force. The OWCA also provides OSHA consultation services to high-risk industries, while Records management maintains detailed records and reporting systems, including electronic submissions of injury reports. Additionally, OWCA conducts financial audits and ensures compliance among self-insured employers and insurance carriers. OWCA does not process individual workers' compensation claims or issue benefit payments. They also do not help injured workers with the claims management.
The Compliance Investigator Manager will manage the statewide Fraud and Compliance Program within the Office of Workers' Compensation Administration (OWCA). The program investigates and collects evidence on cases suspected of violating the Louisiana Workers' Compensation Act . La. R.S. 23:1168, La. R.S. 23:1208, et seq.) and monitors employer compliance statewide.
The Compliance Investigator Manager will assign staff to conduct field investigations, audits, compliance verification, and penalty collection. This position provides leadership in managing operational goals, developing enforcement procedures, and ensuring adherence to applicable statutes and administrative rules.
This role differs from a Compliance Investigator Administrator by the absence of administering all agency-wide investigative activities, but it manages the day-to-day work of the Fraud and Compliance Division, serves as spokesperson in the absence of Administrators, and may oversee budget tracking.
Minimum Qualifications
Seven years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR
Six years of full-time work experience in any field plus four years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR
A bachelor's degree plus four years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses; OR
An advanced degree plus three years of experience in accounting, auditing, administrative services, building inspection, real estate appraisal, law enforcement, investigations, or in the issuance or recommendation of medical licenses.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Details:
+ Manage a caseload of fraud files, oversee fraud audits, and assist in prosecution of employer workers’ compensation fraud cases statewide.
+ Perform financial and compliance audits for fraud cases and coordinate with the Unemployment Insurance unit for LAWATS and audit reporting.
+ Review and approve investigative findings, ensuring consistency and quality across cases.
+ Develop, implement, and monitor investigative methods, evidence collection procedures, and case presentation standards.
+ Ensure employer compliance with Louisiana workers’ compensation coverage requirements; collect penalties for non-compliance, including assessment of liens on property.
