Position Summary
The Senior Test/Operations Engineer Subject Matter Expert performs a broad range of activities supporting operations oversight, testing, commissioning, and readiness of complex, highly regulated nuclear or industrial facilities.
This role provides technical expertise to evaluate and monitor the implementation of contractor testing, commissioning, and readiness programs, ensuring compliance with applicable regulatory requirements and industry standards. The position supports both compliance-based and performance-based oversight of testing and operational readiness activities.
Primary Responsibilities
Working under limited management direction, the Senior Test/Operations Engineer will:
+ Serve as a subject matter expert in testing of mechanical, piping/process systems, gloveboxes, electrical systems, compressed air systems, and HVAC systems.
+ Serve as a subject matter expert in commissioning and readiness of nuclear facilities, including NRC-regulated environments and applicable CFR requirements (i.e., DOE O 425.1 D or NRC CFR requirements).
+ Review and evaluate contractor testing program implementation (including field testing), technical documentation, and records to ensure quality, technical accuracy, and completeness.
+ Provide technical guidance and support related to chemical processes, mechanical engineering, electrical systems, process systems, gloveboxes, HVAC, and testing-related issues.
+ Plan and perform assessments as directed; review progress, evaluate results, and recommend improvements to processes and procedures.
+ Determine and pursue appropriate courses of action to achieve desired outcomes, including frequent interface with contractors and participation in oversight activities during normal and off-hours as required.
+ Ensure assigned work is performed in accordance with applicable regulatory requirements, quality standards, and organizational procedures.
+ Support additional operational, engineering, or oversight activities as requested.
+ Produce high-quality written assessment reports requiring minimal to no revisions.
Required Education and Experience
+ Bachelor of Science (BS) degree in Engineering from an ABET-accredited institution.
+ In lieu of an engineering degree, one of the following may be considered:
+ Current Professional Engineer (P.E.) license in a relevant discipline issued by a U.S. state or territory
+ Former Senior Reactor Operator (SRO) certification or license issued by the Nuclear Regulatory Commission (NRC) in accordance with 10 CFR Part 55
+ Minimum of 10 years of experience in engineering or nuclear operations roles, preferably as a test, systems, or operations engineer, including at least 2 years in a supervisory or leadership capacity at a DOE/NRC regulated facility.
Job Knowledge/Qualifications
+ Demonstrated experience as a test/operations engineer or in nuclear operations at a major commercial, industrial, or nuclear facility.
+ Strong background in facility and process-related systems, including HVAC, compressed air, electrical, and chemical process systems.
+ Demonstrated experience in commissioning, restart, or readiness activities for nuclear facilities regulated by NRC and applicable CFR requirements.
+ Experience in design, operation, and maintenance of mechanical, electrical, and process systems.
+ In-depth knowledge of testing principles, mechanical engineering/design, glovebox systems, HVAC, electrical systems, piping systems, and commissioning practices for regulated nuclear facilities.
+ Experience with process system design and operation, including piping and instrumentation diagrams (P&IDs) and equipment data sheets incorporating nuclear safety requirements.
+ Knowledge of instrumentation and distributed control systems is desired.
+ Ability to read and interpret engineering drawings, prints, and process piping diagrams.
+ Experience with component, system, and integrated testing programs in NRC- or DOE-regulated environments.
+ Experience evaluating and resolving mechanical engineering and code-related issues (e.g., ASME, ANSI, IBC).
+ Prior experience with NQA-1 quality assurance requirements.
+ Strong computer proficiency.
+ Excellent written and verbal communication skills, including experience preparing and presenting assessment reports.
+ Ability to obtain unescorted access authorization to regulated facilities.
+ Work may be required outside normal business hours and sometimes on short notice
Preferred Experience:
+ Experience as a senior systems, test, or operations engineer at nuclear facilities or commercial nuclear plants.
+ Former Senior Reactor Operator (SRO) experience.
+ Experience and knowledge of Bechtel National, Inc. (BNI) procedures, programs, and processes.
+ Experience leading complex, large-scale engineering, or operations projects.
+ Experience supporting or leading Operational Readiness Reviews (ORRs) or Operational Readiness Assessment Teams (ORATs).
