    Patient Experience, Access, and Registration Services

     

    Patient Experience, Access, and Registration Services at the CSU Health Network provide a crucial link between the students and clinical staff of the Health Network. Essential duties include providing excellent customer service, referring patients and visitors to the appropriate departments, scheduling appointments for patients according to established policies and procedures, entering and verifying insurance and working collaboratively with all health network staff. The Patient Access & Registration staff strive to foster an environment which promotes patient comfort and trust and always exemplify the core values and missions of the organization. The Patient Access & Registration department provides services between the hours of 8:00 am – 5:00 pm Monday-Friday, providing attractive work schedules for staff.

    Position Summary

    The Senior Manager of Access & Registration is responsible for organizing and overseeing the daily operation of the administrative staff in various areas in the CSU Health Network including Mental Health Services front desk, Medical Services front desk, Immunizations front desk, call center, and the Referral’s Team. This position provides assessment, management, evaluation, and accountability for the administrative staff, developing and nurturing strategic partnerships, alliances, and collaborations. This position represents the department through networking and active professional collaboration with all directors, departments’ heads, and managers in the CSU Health Network to review and/or establish new policy and procedures for process improvement.

     

    The Senior Manager of Access & Registration provides knowledge and understanding of the impact of student access on downstream processes including; university fee assessment, charge capture, coding, billing, payment posting, refund processing, collections, denials management, patient safety, and student outcomes. The position leads cross-functional teams to bring organizational optimization, makes significant decisions and ensures achievements of targets and objectives that are in alignment and compliance with organizational goals, values and mission.

     

    The Access & Registration Manager reports to the Associate Executive Director of the CSU Health Network.

     

    Required Job Qualifications

    Education

    + Bachelor’s degree in healthcare management, Business Management or related field

    Experience

    + Eight years of experience managing the daily operations, and the related policies and procedures, in a healthcare setting

    + Five years of experience supervising professional staff

    Oversees the Access and Registration policies and practices throughout the Health Network. Serves as a resource for any departmental staff and managers for registration, insurance verification and documentation guidelines, including advising or referring providers to appropriate sources accordingly. Coaches staff of various areas in the procedures for processing and analyzing student access and eligibility. Oversees student eligibility through university database.

     

    Manages multiple reception areas to ensure effective and standardized patient interaction and excellent customer service throughout the CSU Health Network. Provides effective and professional internal and external communications.

     

    + Manages the operations with 16 employees comprising of medical, mental health, immunizations, call center administrative professional staff as well as community referrals professional staff. Responsible for collaborating with other non-reporting areas that perform Patient Access functions (Physical Therapy, Dental, Optometry), relating to training and consultation on process

    + Writes, implements, and enforces policies that govern intake procedures, university eligibility requests and validation, insurance eligibility and benefits, and student flow in in the Health Network

    + Develops relationships with stakeholders across multiple disciplines to create comprehensive documentation of processes, configurations, integrations, workflows, and system functionalities to create a cohesive interdisciplinary patient intake/care operations

    + Meets with leadership team, department heads and managers to discuss current operations and potential new strategies while maintaining an open and inclusive presence

    + Leads and manages search processes for new hires; establishes a consistent training and onboarding process for new employees and delegates elements of training across existing employees and appropriate staff members

    + Supervises and evaluates employees performance by setting and supporting professional goals and professional development, delegating tasks, training, coaching, providing performance feedback and evaluation, and addressing performances issues

    + Maintains a high performing team characterized by positive relationships and strong orientation to quality patient experience

    + Recommends promotion and updates position descriptions relating to changing responsibilities for existing positions

    + Acts as a resource for questions regarding co-payments, deductibles, co-insurance, in-network, other insurance details, and financial responsibility questions from students and staff. Connects patients to appropriate departments as needed

    + Serves as an active member of the Counseling Services Leadership Team

    + Serves as a resource for any departmental staff and managers for registration, insurance verification and documentation guidelines including advising or referring providers to appropriate sources accordingly

    + Develops communication strategies for patients, registration staff, ancillary department registration staff and other pertinent staff

    + Monitors quality control measures to ensure accuracy and completion of referrals, and insurance eligibility and benefit processing parameters

    + Oversees cashiering, cash drawer and accountability of cash collections, and posting of cash transactions

    + Collaborates with Billing/Insurance Department when insurance/coding/billing information is amended with resulting impact to claims or other billing related processes

    + Oversees access fee, no-show and late cancel fees charges. Utilizes override authority to wave fees for students

    + Reconciles monthly program areas’ operating expenses spreadsheet using monthly detail report and Kuali accounting system for HEPS & COMM budgets

    + Contributes content to strategic plans and reviews, quality and customer service standards, identifying and resolving systems issues

    + Leads and participates in various process improvement activities, as applicable, aimed at improving patient experience/satisfaction

    + Identifies, effectively addresses, and plans for diverse organizational needs through strategic thinking, creative problem solving, and interpersonal skills

    + Develops, implements, and monitors organizational policies and procedures that adhere to AAAHC standards, to ensure smooth and efficient operations of the Health Network

    + Manages PowerDMS (document management system) as a SuperUser to ensure up-to-date policies and procedures are available to the Health Network staff; involves leadership team, department heads, compliance coordinator, and Quality Assurance Committee as needed

    + Facilitates the development of data checking and processing plans, database queries, and data collection strategies

    + Serves as liaison for staff and students to communicate with insurance carriers; provides information regarding different types of policies/plans

    + Coordinates insurance and patient care information with patients’ physicians where necessary

    + Contacts external physician offices/healthcare services and insurance companies to obtain and provide necessary student detail to ensure pre-authorization approval when working with referrals

    + Contacts insurance companies and escalates issues when approvals are not timely and/or received

    + Runs audit reports that determine insurance, guarantor, provider of record and insurance priority is being collected and documented in the Health Network electronic medical record ( EMR ) appropriately to manage and maintain consistent workflows

    + Works with Health Network Accounting, when appropriate, to create reports necessary for daily cash drawer closing to ensure balancing reports are accurate and educate staff on workflows

    + Serves various roles on an Administrative Professional Selection Committee: Committee Member, Equal Opportunity Coordinator, Hiring Manager and/or or Search Chair

    + Takes and addresses complaints of students/parents; escalates complains as needed

    + Provides data entry, report writing, copying, scanning, faxing, collating, proofing and editing support

    + Manages the distribution list for the Access and Registration Department

    + Authorizes user for a purchasing card (PCard) for clinic authorized purchases

    + Manages performance, extracts data, and contributes information to develop and prepare reports and analysis for the clinic’s strategic plans and reviews quality and customer service standards

    + Identifies and resolves systems issues to meet goals for assigned sections of the organizational strategic plan

    + Facilitates the development of data checking and processing plans, database queries and data collection strategies for all departments of the CSU Health Network

    + Monitors and tracks facility requests ticket queues and assigns request as appropriate to staff.

    + Manages the CSU Health Network email account, reviewing and responding daily

    + Updates serve list (email distribution lists) for the CSU Health Network

    + Serves as an active member of the Patient Experience and Service Recovery Team

    + Collaborates with other clinic stakeholders to monitor the patient feedback platforms (emails, calls, tasks and web submissions)

    + Works with internal partners to provide timely solutions for client service issues and works with members of the Leadership Team to ensure improved team success related to difficult client situations

    + Participates in committees in the organization and meetings as directed or by preference.

    + Assists with scheduling of administrative meetings

    + Creates new charts/accounts for students not loaded in the EHR system and informs students of required forms or fees before their counseling appointments

    + Participates in quality improvement initiatives to enhance the quality of position processes and programs
