    The State of Connecticut (https://portal.ct.gov/) , Department of Transportation (CTDOT) (https://portal.ct.gov/dot) , is seeking qualified applicants for Training Program Coordinator (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=8146AR&R1=undefined&R3=undefined) positions at our Headquarters in Newington. These positions will report to the Department’s Director of Staff Development and will support the Department’s multi-faceted and large-scale training program.

     

    CTDOT is committed to building a skilled, knowledgeable and engaged workforce for the future through our Office of Staff Development. The Staff Development unit is responsible for developing and delivering quality-learning opportunities to improve, grow and develop CTDOT employees. This office is responsible for administering more than $2 million in federal training funds annually and implementing much of the in-service training provided to our 3,000 employees and growing.

    THE ROLE:

    These positions will support key coordination efforts addressing organizational and employee training needs and will consult with agency Bureau leadership, connect with internal stakeholders and liaise with various experts regarding learning needs, instruction and scheduling. In addition to helping facilitate required and mandatory trainings, the Training Program Coordinators will assist with the design and development of additional curriculum to meet training needs within skill and knowledge gaps. These positions will manage training schedules, process course registrations, secure classroom space, prepare course materials, maintain a training calendar, track attendance, and regularly report on programs and outcomes. These positions may support database management and Learning Management System administration.

    POSITION HIGHLIGHTS:

    + Monday-Friday

    + Full-time (40 hours/week)

    + 1st Shift

    + Applicants must be available to travel for training, conferences, meetings, etc. both within and outside of normal working hours, when necessary

    + A valid motor vehicle operator's license is required and must be maintained

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for planning, developing and implementing an entire training program.

    EXAMPLES OF DUTIES

    + Plans, develops, coordinates and evaluates a comprehensive training program;

    + Establishes and coordinates training calendar;

    + Conducts needs assessments;

    + Develops training program objectives;

    + Researches and develops course curricula, outlines and content;

    + Selects and develops training methods and materials;

    + Researches learning material and resources;

    + Provides direction to subject matter experts utilized within training program and provides train-the-trainer services within program area;

    + Monitors and evaluates training program outcomes including instructor performance, participant progress and consumer satisfaction;

    + Provides technical assistance and consultation to agency managers and/or staff of organizations which participate in particular training program(s);

    + Organizes and maintains up to date training materials for courses within training program and may coordinate distribution of materials to instructors as needed;

    + May provide consultative services to agency managers regarding organization development;

    + May conduct some training classes;

    + Performs related duties as required.

    KNOWLEDGE, SKILL AND ABILITY

    + Considerable knowledge of

    + principles and techniques of in-service training and staff development;

    + educational methods and techniques;

    + Knowledge of relevant state and federal laws, statutes and regulations;

    + Considerable

    + interpersonal skills;

    + oral and written communication skills;

    + Considerable ability to assess training needs and determine objectives;

    + Ability to utilize computer software;

    + Supervisory ability.

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Six (6) years of professional experience in training, staff development or adult education.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have primarily consisted of planning, developing, coordinating or implementing an in-service training or staff development program.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four years for a Bachelor's degree.

    + A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

    PREFERRED QUALIFICATIONS

    + Experience working independently and collaborating with team members, taking initiative, ownership and accountability of assignments, and exceptional attention to detail in all deliverables

    + Experience coordinating in-person, online, and hybrid learning opportunities

    + Experience in coordinating and liaising with subject matter experts to develop training on a variety of topics and formats including eLearning

    + Experience with complex project management

    + Experience conducting needs assessments and developing training goals and metrics

    + Experience with budgets, working with vendors and/or administrating contracts

    + Experience with presentation skills, oral and written communication skills

    SPECIAL REQUIREMENTS

    + Incumbents in this class may be required to possess specialized certifications for designated positions prior to appointment.

    + Incumbents in this class may be required to travel.

    + Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
