    Job Summary

    Supervises, schedules, and coordinates the work of custodial crews in the cleaning of City buildings and facilities.

    Representative Duties

    Supervises and coordinates the work of custodial crews in the cleaning of City buildings, public restrooms, and community centers.

     

    Inspects custodial work and enforces compliance with contractual requirements and City codes. Works with other City departments to coordinate and implement Capital Improvement Projects that include custodial maintenance elements.

     

    Implements comprehensive inspection procedures for City buildings to ensure the highest standard of maintenance. Reports malfunctions and damages and proposes remedies.

     

    Implements and monitors maintenance schedules and quality control procedures; provides input regarding the development of schedules.

     

    Assists management staff with processing payroll records and work orders, budget preparation, and evaluating vacation schedules. Requisitions materials, supplies, and equipment.

     

    Provides support and contributes to the development and implementation of the Sustainable City program and other environmental programs of the division, including integrated pest management.

     

    Reviews building plans and makes recommendations for the improvement of City buildings, restrooms, and community centers.

     

    Oversees the work performed by custodial contractors responsible for window washing, pressure washing, carpet cleaning and other related custodial services.

     

    Estimates and orders materials and supplies.

     

    Tests new cleaning products and related items and makes recommendations based on these tests.

     

    Trains crews in the use of new equipment and custodial procedures.

     

    Checks lighting, plumbing, and related facilities and reports malfunctions.

     

    Receives and responds to service complaints from public and City departments.

     

    Performs other related duties, as assigned.

    Requirements

    Knowledge of:

    Principles and practices of employee supervision and training

     

    Proper cleaning methods, practices and procedures

     

    Proper use of cleaning equipment, tools, materials, supplies, and solutions

     

    Environmentally sustainable products and standards for janitorial/custodial services

     

    Basic mathematics

     

    Recordkeeping and scheduling methods

     

    Safe work practices and procedures

     

    Effective customer services techniques

    Ability to:

    Select, supervise, motivate, and train staff, including scheduling and evaluating the work of others

     

    Prioritize work and manage frequently changing deadlines

     

    Learn and apply U.S. Green Building Council (USGBC) principles, practices, and procedures to custodial services

     

    Inspect buildings and facilities to determine cleaning needs

     

    Read and interpret diagrams, plans, and specifications

     

    Interpret and enforce policies, codes, rules, and regulations

     

    Ensure staff are compliant with all safety regulations and procedures

     

    Lift, carry, and move heavy objects

     

    Make accurate calculations

     

    Communicate clearly and effectively, both orally and in writing

     

    Prepare and maintain accurate records and reports

     

    Respond to complaints and inquiries from the public in a tactful manner

     

    Establish and maintain effective and cooperative working relationships with City employees and the general public

     

    Work with persons from diverse social, cultural, and economic backgrounds as well as a variety of work styles, personalities, and approaches

     

    Provide effective customer service

    Skill in:

    Reading, writing, and communicating at an appropriate level

     

    Using a personal computer and applicable software applications

    REQUIREMENTS

    Minimum Qualifications:

    Graduation from high school or the equivalent. Completion of 60 semester units or the equivalent of college level or vocational school coursework. Additional recent, related work experience may substitute for the educational requirement on a year for year basis.

     

    Four years of recent, paid work experience performing custodial or maintenance services . At least two years of the recent, paid work experience must have included leading and coordinating the work of others. Successful completion of the City of Santa Monica’s Pre-Supervisory Academy may substitute for one year of leading and coordinating the work of others.

    Licenses and Certificates:

    Possession of a valid class C driver license.

Applicants who indicate receipt of college level coursework or degree from a foreign institution must provide United States credential equivalency verification along with a copy of your college diploma/transcripts. All materials must be received in the Human Resources Department no later than the filing deadline. Failure to do so may result in your application being evaluated without the education being considered.

    Selection Process:

    All applicants must submit clear, concise and complete information regarding your work history and qualifications for the position. All applicants will be reviewed and only those applicants determined to be most qualified on the basis of experience, training and education, as submitted, will be invited to participate further in the selection process.

    Testing may consist of any combination of the following:

    Training and Experience Evaluation - Qualifying

     

    In-Person Writing Project - Qualifying (Tentatively scheduled for Tuesday, February 3, 2026)

     

    Panel Oral Interview - 100% (Virtual interview tentatively scheduled for Wednesday, February 4, 2026)

     

    Email notifications will be sent to all candidates on or by Monday, January 26, 2026. Please note the testing is scheduled for the following week.

     

    If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.

    Background Investigation:

    Candidates who have successfully completed all prior phases of the selection process will be subject to a thorough background investigation.
