    Position Summary

    The current vacancy is in the Property Management department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

     

    This Facility Improvement Coordinator will compile, organize and manage data regarding furniture and space plans for Ramsey County owned and leased buildings. Lead furniture improvement, replacement and review of existing furniture stock. Complete interior furniture and workstation equipment purchases with various vendors following Property Management procurement processes. Represent Property Management in working with departments on space move, add, change. Create presentation style floor plans to use in communications. Maintain space planning information such as data on current space usage and AutoCAD floor plans for tenants in all owned buildings.

     

    Basic Function

     

    Coordinate or perform assessments of department-owned and leased facilities; analyze all relevant data to determine facilities' long-term needs; develop and implement long-range plans for capital improvement, preventive maintenance and space development for department facilities; present recommendations for improvements plans and funding requests; coordinate building improvement and space development projects ; and perform related duties as assigned.

     

    Flexible Workplace: This position will be onsite for the first 6 months and then move to hybrid schedule.

     

    This position is identified under the designation of ‘flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy.     Examples of Work Performed

     

    + Compile and organize historical data on improvements and replacements made to building structures and systems, including data from audits, records related to compliance, and results of audits of the mechanical, electrical and structural systems of the department’s facilities.

    + Coordinate ongoing assessments and inspections of the electrical and mechanical system components, interior and exterior structural condition, levels of lead and asbestos present, and air quality for the department’s facilities.

    + Analyze and evaluate historical data and the results of inspections to predict and plan for future building maintenance and renovation/replacement needs; forecast the remaining useful lives of all facilities and facility systems and estimate the costs of repairs and replacements; compile and maintain the facility inventories and data; and determine the status of compliance with all local, state and federal regulations.

    + Coordinate and implement long-term capital improvement plan for all facilities, balance replacement needs with expectations of available funding levels; provide project management services for building improvement projects; and coordinate the work of contractors and vendors.

    + Assist in solicitation, contracting, and administration of maintenance and construction projects; this may include assisting with writing scopes of work for solicitations, reviewing proposals, and putting together cost estimates for capital projects.

    + Evaluate facility energy usage and coordinate energy efficiency and reduction projects; recommend preventive maintenance programs which will extend the useful lives of building components, reduce operating costs and incorporate new technology; work with the department to implement recommended plans.

    + Serve on internal and external task forces or committees related to capital improvement planning, facility accessibility, or safety.

    Finger printing: The Bureau of Criminal Apprehension (BCA) and the FBI require the Property Management Department to submit fingerprint cards of new employees and to keep them on file for every employee that has access to areas where their databases or information are accessed, produced, used, or stored.

     

    Bureau of Criminal Apprehension (BCA): Certification by the Bureau of Criminal Apprehension (BCA) for authorized access to areas where the Criminal Justice Information System (CJIS) is accessed or CJIS information is stored is required after hire and the ability to maintain this certification every year.

     

    ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7.

    Minimum Qualifications

    Education: Associate degree in business administration , construction management, interior design, or related field.

     

    Experience: Three (3) years of experience in facilities building project management or interior design.

     

    Substitution: Equivalent combination of education and related experience.

     

    Certifications/Licensure: None.

     

    Exam/Screening Process Information

    The examination process will consist of the following section with each section weighted as indicated:

    + Training and Experience Rating = 100%

     

    The examination for Facility Improvements Coordinator will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

     

    Eligible List: The names of all applicants who have submitted a completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Facility Improvements Coordinator. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Applicants will remain on the list for 60 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted.

     

    Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. If the Government cannot confirm that you are authorized to work, Ramsey County is required to give you written instructions and an opportunity to contact DHS and/or the SSA before taking adverse action against you, including terminating your employment.
