POSITION SUMMARY
The CBRNE Program Manager serves as the primary Subject Matter Expert (SME) in Chemical, Biological, Radiological, Nuclear, and Explosive defense programs. This role leads the development, implementation, and management of CBRNE preparedness, response, and mitigation strategies across the organization. The position is responsible for conducting comprehensive threat and vulnerability assessments, ensuring compliance with federal and international standards, and advising senior leadership on CBRNE-related risks, operational planning, and incident response.

Essential Functions Statements
Program Management:
• Plan, develop, and oversee CBRNE defense programs, policies, and procedures to enhance organizational readiness and resilience.
• Manage multi-disciplinary teams and coordinate with internal and external stakeholders, including government agencies, defense contractors, and emergency response organizations.
• Develop and track program budgets, schedules, and performance metrics.
Subject Matter Expertise:
• Serve as the technical authority on CBRNE threats, detection technologies, mitigation strategies, and protective measures.
• Provide expert guidance on the design and implementation of detection, decontamination, and response systems.
• Support research, testing, and evaluation of CBRNE materials, sensors, and response equipment.
Threat and Vulnerability Assessments:
• Conduct qualitative and quantitative risk analyses for facilities, personnel, and operations.
• Identify potential CBRNE threat vectors and vulnerabilities across physical and cyber domains.
• Develop and maintain risk mitigation and resilience strategies based on assessment findings.
• Prepare detailed threat intelligence reports and vulnerability summaries for executive decision-making.
Training & Exercises:
• Design and deliver CBRNE awareness and response training for staff and partner organizations.
• Lead tabletop, functional, and full-scale exercises to validate response capabilities and improve readiness.
Policy, Compliance, and Liaison:
• Ensure program compliance with DoD, DHS, CDC, FEMA, and other relevant regulations and standards.
• Act as a liaison with interagency partners, including law enforcement, military, and intelligence organizations.
• Contribute to the development of emergency response plans and continuity of operations plans (COOP).
POSITION QUALIFICATIONS
• Minimum of 8–10 years of experience in CBRNE defense, homeland security, or emergency management.
• Demonstrated expertise in CBRNE threat detection, mitigation, and consequence management.
• Proven experience conducting comprehensive threat and vulnerability assessments.
• Strong understanding of federal CBRNE frameworks (e.g., DHS HSEEP, DoD CBRN Defense programs, NIMS, ICS).
• Active security clearance (Secret or higher) or eligibility to obtain one.
EDUCATION AND EXPERIENCE
• Bachelor's degree (BS/BA) from four-year college or university; and eight to ten years of business- related progressive experience and/or training; or the equivalent combination of training and relevant business experience.
• Master's degree (MS/MA) or equivalent; and six to eight years of business-related progressive experience and/or training; or the equivalent combination of training and relevant business experience.
Preferred Qualifications:
• Experience supporting Department of Defense, Department of Homeland Security, or intelligence community programs.
• Professional certifications such as Certified Emergency Manager (CEM), HAZMAT Technician, or WMD.
Awareness/Operations:
• Project Management Professional Certificate (PMP).
• Knowledge of CBRNE modeling software and tools (e.g., HPAC, ALOHA, CATS).
• Excellent communication, leadership, and stakeholder engagement skills.
COMPUTER SKILLS
• MS Office Suite.
• Adobe Creative Suite.
• Understanding and experience with NetSuite of equivalent ERP (Enterprise Resource Planning) software.
• Salesforce.
MATHEMATICAL SKILLS
• Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
• Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
PHYSICAL DEMANDS
• Ability to lift 50lbs.
WORK ENVIRONMENT
• May require travel to domestic and international project sites.
• Work may involve participation in field exercises and operational environments with exposure to hazardous materials (appropriate PPE provided).
