    Job Description

    Position Purpose:

    The Regulatory Specialist, under the general direction of the Senior Director, compiles and prepares data in support of rate and regulatory compliance filings and is responsible for the effective presentation of assigned portions the Company's rate cases to optimize the revenue recovery allowed.

    Primary Duties/Responsibilities:

    + Maintains high level of skills in connection with the management and development of complex rate case adjustments.

    + Supports Subject Matter Expert by preparing exhibits and testimony for rate cases and participating in the development of cross examination and rebuttal testimony to develop the most effective argument in support of the Company's case or appeal.

    + Provides support to outside consultants and advises outside consultants in the preparation of evidence to be presented before regulatory bodies.

    + Reviews the use of exhibits and testimony of Department and field witnesses to maintain consistency among witnesses in that case and consistency with the Company position taken in other cases.

    + Summarizes rate case orders and regulatory pronouncements for corporate personnel and operating staff so that required action may be taken.

    + Keeps abreast of activities in the utility rate setting process, statutory revisions, changes in Commission policies and other matters affecting the Company's regulatory operations.

    + Maintains knowledge of Company policies, accounting system, organization and structure as well as general Department administrative processes in order to effectively develop rate case exhibits and testimony.

    + Assists in the training & development of rate analysts.

    + Coordinates tariff revisions across multiple jurisdictions, including redlining, filing with Commissions and updating the customer care and billing system with associated rate changes, consistent with regulatory orders.

    + Assists in managing the discovery process by ensuring data requests are responded to in the specified time frame required.

    + Other duties as assigned.

    Qualifications

    Education/Experience/Background:

    + BA/BS in Accounting, Business Administration, Economics, Finance or related field. Graduate degree and/or CPA preferred.

    + 5+ years utility accounting or other relevant experience. Minimum 3 years' experience in rate setting regulatory procedures

    Knowledge/Skills/Abilities:

    + Demonstrates excellent attention to detail with a high degree of accuracy and consistency.

    + Ability to gather information from many different sources internally and externally and synthesize such information into persuasive schedules and exhibits.

    + Ability to establish and foster productive relationships with key stakeholders; internal and external personnel who are involved in regulatory activity.

    + Ability to interact effectively with management including presentations, written communications, and internal relationship building.

    + Highly effective at multitasking and managing competing priorities in a fast-paced environment.

    + Ability to work on several concurrent projects/cases and to meet inflexible internal and external deadlines.

    + Must possess excellent oral and written communications skills, and planning, organizational and analytical skills.

    + Consistently meets deadlines while maintaining quality and precision.

    + Ability to develop creative solutions to the challenges of changing regulation.

    + Must be able to communicate effectively with all levels of management and employees.

    + Ability to interact and collaborate effectively with executives, managers, employees, and commission staff.

    + Must be able to understand operations, engineering, statistics, and finance concepts.

    + Proficiency in Microsoft Office, particularly MS Excel and Word, as well as Google Workspace (Google Docs, Sheets, Slides); demonstrated ability to learn other technology platforms (e.g., PeopleSoft, PowerPlan) as needed.

    + Ability to prepare and present rate case testimony and exhibits.

    + Ability to mentor those with less experience.

    + Ability to collect, analyze, compile and present financial data in a persuasive manner.

    + Ability to travel for business purposes, on occasion.

    Required Certification/Licenses/Training:

    + CPA and/or Master's degree a plus.

    Physical Requirements:

    + The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.

    + Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

    Additional Information

    **Salary:** $108000 - $120000 Per Year.

    Eligible for up to 10% Annual Performance Bonus.
