    Clark Construction Group seeks a detail-oriented and strategic Mobile Devices Program Manager to oversee our organization's entire mobile ecosystem. In this role, you will serve as the primary point of contact and manager for our wireless service providers, partnering with our IT Asset Program Manager to manage the lifecycle of our fleet of mobile hardware.

     

    This is not primarily a procurement role; it is a leadership position with operational responsibilities. You will ensure our workforce stays connected via user devices (iPhones, iPads) and maintain critical field connectivity through network edge devices (Cradlepoints, Starlinks).

     

    This is an onsite role based in our McLean, VA office.

    Core Objectives:

    Collaborate with the Asset Program Manager to document, revise, and improve our current mobile device handling procedures to create a sustainable, well-defined, and auditable program.

     

    Ensure mobile devices are handled in accordance with Standard Operating Procedures (SOPs) and best practices from purchase to disposal.

     

    Maintain data integrity and security standards at all times.

    Key Responsibilities

    1. Vendor & Carrier Management

    + Primary Point of Contact: Serve as the main liaison for major wireless service providers and hardware vendors (e.g., Verizon, AT&T, T-Mobile).

    + Contract Management: Negotiate and manage contracts to ensure competitive pricing on data pools, plan features, and hardware procurement.

    + Cost Optimization: Perform monthly billing analysis to identify unused lines or data overages and adjust plans accordingly.

    2. Fleet Management (End User Devices)

    + Cooperate with the IT Asset Program Manager to manage iOS and iPadOS devices from procurement to retirement.

    + Understand and enforce Mobile Device Management (MDM) policies to ensure data security and seamless app deployment.

    + Maintain an accurate real-time inventory of all mobile assets, tracking device assignments, warranties, and refresh cycles.

    + Facilitate the repair and replacement of damaged, lost, or stolen devices.

    3. Network Edge & Connectivity Solutions

    + Facilitate the network team’s deployment and maintenance of network connectivity hardware, specifically Cradlepoint routers and Starlink satellite terminals.

    + Monitor data usage for remote sites to ensure consistent operational connectivity and discover changes that happen in the field.

    + Collaborate with the Network team to troubleshoot cellular and satellite solutions.

    4. Strategy & Policy

    + Coordinate with the Asset Program Manager to document SOPs related to mobile devices.

    + Coordinate with the Systems Engineer to ensure procedures comply with data security and acceptable use standards.

    + Forecast cellular and satellite hardware needs and budget requirements for future fiscal years.

    + Stay current on emerging mobile technologies to recommend upgrades that improve efficiency.

    Basic Qualifications

    + 5-7+ years of experience in an IT role.

    + Proven experience managing enterprise wireless carrier accounts (negotiating contracts, dispute resolution, and plan optimization).

    + Hands-on experience with Mobile Device Management platforms (e.g., Jamf, Microsoft Intune, VMware Workspace ONE).

    + Strong understanding of cellular data networks (LTE/5G) and satellite connectivity basics.

    + Excellent organizational skills with the ability to manage thousands of assets simultaneously.

    + Strong communication skills for developing documentation and working effectively across technical teams, vendors, and end-users.

    Preferred Qualifications

    + At least 1 year of Experience in an IT Management role.

    + Bachelor’s Degree in IT Management, Telecommunications Management, or Supply Chain Management.

    + Experience with ServiceNow.

    + Experience with system integrations for invoicing and asset management.

    + Experience with budget forecasting and invoice auditing.

    **The Physical Side of the Role:** This is an active, hands-on role. You can expect to be on your feet frequently, navigating active job sites with uneven terrain, stairs, ladders, and hoists. The work is physically demanding and requires a full range of motion, including bending, kneeling, and reaching. You’ll need to be comfortable frequently lifting and carrying materials up to 25 pounds, and occasionally up to 50 pounds. This role requires the ability to communicate effectively, as well as visual acuity for reading plans and inspecting work. The role does include desk time in the office that may require prolonged periods of sitting for tasks like computer work, document review, and meetings.

    **Your Work Environment:** You’ll spend a significant amount of your time on active construction sites, which means being adaptable to all kinds of weather and moderate to loud noise levels, and comfortable in elevated or confined work areas with moving mechanical equipment and with the fast-paced nature of a project in progress. You will also spend time in a typical office setting with moderate noise levels.
