    Description of Job

    About The Work Unit:

    The Office of Legal and Regulatory Compliance (OLRC) provides legal and policy analysis across the divisions to ensure compliance with legal requirements. Generally, OLRC conducts legislative bill reviews and drafts department legislative proposals, serves as CDPHE’s primary liaison with the Office of the Attorney General regarding the department’s legal issues, oversees CDPHE’s legal services budget, and works with division programs on statute and rule interpretation and implementation. The Records Unit responds to Open Records Act requests and subpoenas for records, facilitates the implementation of litigation hold processes, oversees and coordinates department records management, and manages administrative appeals involving the Office of Administrative Courts. The Internal Audit Unit performs internal and external audit functions, the Procurement and Contracting Section sets the standards for and authorizes contract and procurement activities, and the Privacy Officer and Institutional Review Board Administrator sets CDPHE privacy standards and oversees the IRB and all human subjects research. The Nondiscrimination Coordinator provides a compliance framework for CDPHE programs with respect to federal and state nondiscrimination requirements, including Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, Title II of the (ADAA) of 1990, the Age Discrimination Act of 1975, Section 1557 of the Patient Protection and Affordable Care Act of 2010, Section 13 of the Federal Water Pollution Control Act Amendments, and the Colorado Anti-Discrimination Act (CADA), manages CDPHE discrimination complaints received from external parties, and assists with external requests for accommodations and accessibility.

    What You Will Be Doing:

    This is a term-limited position created to assist with the coordination, communication, and project management of the Procurement and Contracting Section (PCS) Centralization efforts. By coordinating communication, and training efforts, this position will play a key role in increasing departmental efficiency, improving compliance, and reducing risk across all contract formation functions within CDPHE. This is an exciting opportunity to lead organizational change and ensure the creation of a fully operational, centralized contract formation staff.

    Key Responsibilities

    + Project Planning & Change Management: Lead the coordination of all communication, change management, and stakeholder engagement activities for the Contract Centralization initiative. This includes developing and executing a comprehensive Communications Plan and Change Management Plan to manage the transition of staff and minimize disruption across divisions.

    + Procedure & System Maintenance: Establish, document, and maintain standardized guidance for all contract writing functions in the centralized model. Assist with process mapping to define clear 'future state' procedures for contract filing, request, consultation, and development, ensuring departmental consistency and quality.

    + Technical Assistance & Training: Coordinate and develop training and guidance for Contract Administrators, Programs and Fiscal staff. Provide expert technical assistance on new centralized procedures and systems to expand expertise and foster a wider support network.

    + Proficiency in developing and delivering training, guidance, and standard operating procedures (SOPs) for contract administrators or similar professional staff.
