    The Office of Citywide Procurement (OCP) develops, awards, and administers approximately 1,100 requirement contracts for goods and services on behalf of all City agencies, departments, boards, and authorities, leveraging the City’s buying power and maximizing efficiencies by reducing duplicative work. Procures, on average, nearly $1.5 billion in goods and services for City agencies annually. Quality Assurance (QA) comprises five Quality Assurance units: Food, Fuel, Automotive, Health & Safety, and Miscellaneous within OCP. Quality Assurance inspects and conducts quality assurance determinations against purchase orders and contract specifications involving commodities purchased through or in cooperation with OCP. These determinations intend to ascertain and ensure that the City receives the quality level and value of the goods contracted.

     

    DCAS seeks to hire a Deputy Director within Quality Assurance who will oversee Health & Safety, Food, and Miscellaneous inspection units and lead initiatives to ensure compliance with quality standards, improve operational efficiency, and support staff development. This role requires cross-functional coordination, performance monitoring, and process optimization, whose primary responsibilities will include, but are not limited to, the following:

     

    - Supervise three inspection units: Health & Safety, Food, and Miscellaneous.

     

    - Develop and enforce quality assurance policies and procedures.

     

    - Track progress of inspection follow-ups and quality control outcomes.

     

    - Evaluate inspector performance using data and statistical reports; coordinate training as needed.

     

    - Design and implement an employee cross-training program.

     

    - Lead quality improvement initiatives in collaboration with other departments to reduce waste and enhance efficiency.

     

    - Coordinate with third-party laboratories for sample submission and data retrieval, including both preliminary and final product samples.

     

    - Review product requirements and functional specifications.

     

    - Generate quality control reports, track metrics, and manage non-conformance reports; recommend continuous improvement strategies.

     

    - Investigate and document customer complaints related to product performance, specifications, and reliability.

     

    - Travel to various site locations within New York City and occasionally out-of-state.

     

    - Support agency and citywide emergency response efforts as needed.

     

    - Collaborate with Quality Assurance supervisors to implement and document succession planning.

     

    - Perform other related duties as assigned.

    Qualifications

    1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience in purchasing and or inspecting supplies, materials, products and services such as: paints, linoleum, hose, sand, brick, wire, shades hardware and tools, plumbing, electrical machine shop, building and cleaning supplies; furnishings and furniture, lumber and wood related products, metals, equipment, foods, drugs and chemicals, fuel, textiles, printing, stationery, automotive equipment and/or repairs, transportation services and other comparable items and/or services; at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or

    2. An associate degree from an accredited college, plus six years of satisfactory fulltime experience as described in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or

    3. A four-year high school diploma or its educational equivalent and eight years of satisfactory full-time experience as described "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity; or

    4. A satisfactory combination of education and/or experience equivalent to "1", "2" or "3" above. Undergraduate college credit may be substituted for experience on the basis of 45 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma or its educational equivalent and at least three years of satisfactory full-time experience as describe in "1" above, at least eighteen months of which must have been in a supervisory, administrative or managerial capacity.
