    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $78,740.00 - $90,551.00

     

    THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE CONSTRUCTION PROJECT MANAGER.

     

    About the Agency: The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

     

    About the Division: The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support to carry out their missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget of $140M. Services include real estate, facilities and custodial management, construction, occupational safety, operations, security, transportation, and more.

     

    About the Office: The Office of Planning, Design & Facilities Management (PD+FM) ensures safe, functional, and modern environments across over 43 administrative offices and facilities throughout NYC. The team leads all design, construction, and space planning efforts, including The Administration for Children's Services (ACS) seeks qualified applicants for the position of Construction Project Manager to play a critical role in the Planning, Design & Facilities Management (PD+FM).

     

    Under general supervision of the Executive Director of Construction Management, those hired in this role will perform construction management work and/or initiate and supervise work in the construction field including overseeing rehabilitation projects or assisting in overseeing routine reconstruction projects; perform difficult technical work in determining the need for and feasibility of construction work; oversee private contractors/vendors carrying out new construction. rehabilitation, repairs, alterations and/or structural maintenance work.

    Typical responsibilities include:

    - Inspect buildings, structures, and grounds regularly to assess rehabilitation and maintenance needs related to construction, equipment, and materials

     

    - Determine required work and appropriate methods; recommend priorities and monitor progress by staff and contractors

     

    - Report hazardous conditions promptly

     

    - Identify construction-related problems and pursue effective resolutions

     

    - Prepare shop orders, scopes of work, routine specifications, and cost estimates

     

    - Monitor contractors’ daily operations and inspect work for compliance with plans, specifications, prevailing wage laws, site safety, insurance, and vendor outreach requirements

     

    - Ensure contractors obtain all necessary permits and approvals

     

    - Review and approve subcontractor submissions; ensure agency review and evaluate contractor performance

     

    - Issue field memoranda to enforce contract compliance; stop work when necessary, due to site conditions or non-compliance

     

    - Recommend enforcement actions, including liquidated damages or contract default when appropriate

     

    - Ensure punch lists are created and completed, monitor time expenditures and overtime

     

    - Review and recommend approval of time extension requests and materials used by contractors

     

    - Approve and coordinate contractor schedules; coordinate work across contractors, trades, agencies, and entities to minimize disruption

     

    - Schedule and lead job meetings; resolve disputes between inspectors and contractors/vendors

     

    - Collaborate with architects and engineers on change orders, document interpretation, and shop drawing approvals

     

    - Recommend and prepare change orders in response to field conditions or design issues; review and approve other contract changes per citywide procedures

     

    - Review and approve contractor payments and requisitions; maintain contract files and job history records

     

    - Use computer systems to manage files, generate reports, and produce correspondence

     

    - Investigate and advise on contract disputes and appeals; compile documentation related to claims

     

    - Serve as liaison to the community and public; prepare reports and correspondence for public and contractor interactions

     

    - Represent the City in filing complaints with law enforcement or other agencies in cases of unlawful site activity

     

    - Provide technical assistance to Property Managers

     

    - Oversee work of consultant resident engineers, construction managers, and design personnel providing construction support

     

    - Supervise staff performing asbestos or lead abatement work, including removal or encapsulation

     

    - Maintain detailed work and job records as required

     

    - Ensure all projects comply with NYC Building Code, Energy Code, and regulations from the Department of Environmental Protection and FDNY

    CONSTRUCTION PROJECT MANAGER - 34202

    Qualifications

    1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or

    2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or

    3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or

    4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

     

    Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

     

    Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

     

    5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.

    6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.
