JOB SUMMARY
Under the direction of the License Center Supervisor, the Senior Licensing Specialist provides a Lead Worker role for the Licensing Specialists and acts as the person "in charge" for the license center in the absence of the License Center Manager/Supervisor. The Sr. Licensing Specialist provides high volume face-to-face customer service support; processes motor vehicle transactions; Department of Natural Resources transactions; driver's licensing; game and fish licenses; accepts and processes passport applications; schedules staff to attain a reasonable level of service, provides next level support to staff and disagreeable customers or those in need of further expertise.

TYPICAL DUTIES AND RESPONSIBILITIES
Essential Duties and Responsibilities as functions of the job:
• Perform Lead Worker responsibilities by assisting the License Center Supervisor and/or Manager in managing the overall office activities, office support, and staff which include but are not limited to assigning and scheduling work hours to meet the demands and projecting the volume of customers, providing work direction, acting as the final authority in identification of fraudulent documents, assisting in developing office procedures, ensures staff understanding and compliance, and assists with training new staff.
• Serve as a role model and/or mentor to License Center staff in the areas of customer service, policies and procedures and proper regulatory compliance.
• Provides customer service which includes assisting Licensing Specialists and Licensing Assistants with complex problems and questions related to public services; customer issue resolution; responds to telephone and counter inquiries regarding title, registration, driver's licenses, Department of Natural Resources (DNR) transactions, game and fish licensure, passports, etc.
• Prepares and processes various license applications and title registrations (e.g., motor vehicle titles and registrations, passports, DNR recreational vehicles, et cetera).
• Maintains communication with various federal, state, and county agencies and departments to ensure compliance at all levels (e.g. licensing, passports, etc.).
• May participate and represent the County on various committees within the County and/or serve as participants with external agencies or associations.
• Performs general operational and organizational duties including preparing reports, cash handling, preparing and delivering deposits offsite, ordering supplies, managing inventory, and other duties as assigned.
MINIMUM QUALIFICATIONS
• High School Diploma or GED
• Three (3) years paid work experience working in a customer service role
or
• Equivalent combination of education and experience necessary to perform the essential functions of the position.
and
• Must be able to prove US Citizenship.
• Must be able to pass a BCA (Bureau of Criminal Apprehension) background check.
• Must hold Motor Vehicle Title Certification
• Valid driver's license or evidence of equivalent mobility
PREFERRED QUALIFICATION:
• Two (2) years paid work experience in license/deputy registrar setting.
SCORED EXAMINATION PROCESS
All applications will be screened for minimum qualifications, scored and ranked. The highest ranked candidates meeting minimum qualifications will be recommended for the scored oral examinations (interviews). Final selection for the position will include successful completion of oral interview(s) and background investigation, including fingerprinting.
