Intro/About the Agency: The Idaho Division of Career Technical Education (IDCTE) provides leadership, administration, and coordination for programs in secondary and post secondary career technical education (CTE) and adult education across the state of Idaho. With a customer-service focus, the Division leads Idaho’s efforts to prepare youth and adults for high-skill, in-demand careers.
Summary:
The Financial Specialist is responsible for various professional financial duties requiring the application of accounting, auditing, and budgeting theory, principles, and practices. This position plays a key role in managing financial transactions, maintaining accurate records, and ensuring compliance with state and federal financial regulations.
Job Responsibilities:
+ Participate as part of an integrated team of financial staff
+ Process and reconcile accounts payable and receivable transactions using the state’s accounting system (LUMA).
+ Maintain general ledgers and financial records in compliance with state and agency policies.
+ Prepare and analyze financial statements, including balance sheets and cash flow statements.
+ Monitor expenditures and reconcile purchasing card transactions.
+ Review and analyze financial data to identify trends, irregularities, and ensure compliance with state and federal regulations.
+ Develop financial documents/reports.
+ Conduct regular reviews to identify and resolve discrepancies or errors in financial data.
+ Work collaboratively with program staff to ensure accuracy and completeness of financial data.
+ Provide support during financial audits, including preparing documentation and responding to auditor inquiries
Minimum Qualifications:
+ Knowledge of government accounting principles and practices. Typically gained by coursework or professional experience in accounting, finance, or public administration that included application of governmental accounting standards, policies, and procedures.
+ Experience applying accounting theory and preparing accurate financial reports. Typically gained by one or more years of professional experience performing accounting or financial duties such as maintaining ledgers, reconciling accounts, and preparing routine to complex financial reports.
+ Experience collaborating on financial processes and reviewing the work of other accounting staff. Typically gained by professional experience working as part of a finance or accounting team, including coordinating financial processes, providing peer review, or assisting with quality control of financial transactions or reports.
+ Demonstrated strong written and verbal communication skills. Typically gained by professional experience preparing written financial documentation and communicating financial information, findings, or procedures to staff, supervisors, or external partners.
+ Understanding of internal controls and financial compliance requirements. Typically gained by professional experience working with internal control procedures, audits, or compliance requirements related to state or federal financial regulations.
Preferred Qualifications:
+ Familiarity with secondary and postsecondary education system in Idaho.
+ Knowledge of career technical education funding and reporting practices.
+ Knowledge of experience using Idaho’s LUMA accounting system or similar ERP software
+ Experience interpreting laws, policies, and financial regulations and communicating their implications effectively.
+ Skill in analyzing complex financial data and developing detailed reports and findings
