    The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives.

    Summary:

    The IT Operations & Support, Senior Technician is a professional technical role responsible for delivering advanced end-user support and contributing to the administration of OSBE’s workstation and network environments. The position performs base-level network administration tasks, patching, access management, and environment troubleshooting. This role exercises independent judgment in analyzing technical issues, evaluating system impacts, and coordinating solutions that align with established IT standards. The technician contributes to system reliability, security, and operational effectiveness through hands-on technical work, documentation, and participation in infrastructure initiatives as assigned by management. The position functions with limited supervision, provides subject matter expert technical insight for departmental planning, and supports the implementation of new technologies and improvements within the IT ecosystem.

    Job Responsibilities:

    Technical Analysis, Problem Resolution, and User Enablement (~50%)

     

    + Independently analyzes and resolves a broad range of issues affecting desktop, server-connected services, and network access.

    + Responds to user requests for technical assistance.

    + Troubleshoots authentication, connectivity, application, and performance problems across multiple platforms.

    + Provides targeted training to users on system features, best practices, and effective use of technology resources.

    + Develops and maintains technical documentation, procedures, and troubleshooting guides.

    + Participates in testing, evaluation, and implementation of system updates, new tools, and process enhancements.

     

    Systems Administration & Technical Leadership (~20%)

     

    + Supports the installation, configuration, and optimization of workstations, server-connected applications, and networked systems.

    + Evaluates system performance and identifies opportunities for configuration or process improvements.

    + Coordinates resolution of complex issues, documents changes, and ensures adherence to operational and security standards.

    + Performs base-level administration tasks such as account management, patching, log review, resource utilization analysis, and basic configuration changes to improve end-user workflows and processes.

    + Assists with lifecycle activities, including provisioning, updates, retirement, and documentation.

     

    Network & Environment Administration (~10%)

     

    + Performs base-level network administration duties, including basic switch port configuration, device provisioning, wireless troubleshooting.

    + Assists in maintaining directory services, group/Intune policies, endpoint management systems, and access controls.

    + Supports the setup, configuration, and maintenance of printing services, shared resources, and network-integrated systems.

    + Collaborates with management and team members on infrastructure improvements, capacity planning, and service optimization.

     

    Operational Support, Team Collaboration & Continuous Improvement (~20%)

     

    + Participates in IT planning sessions, operational reviews, and collaborative projects to support departmental objectives.

    + Contributes technical perspective to risk assessments, troubleshooting strategies, and system change reviews.

    + Identifies opportunities to streamline workflows, improve response times, or enhance end-user experience.

    + Performs other duties as assigned in support of the OSBE IT mission.

    Supervisory Responsibilities:

    + None; may provide technical guidance or mentoring to peers or junior staff.

    Working Conditions & Physical Requirements:

    Environment:

    + Office, which could include travel between office spaces or buildings, depending on where employees are physically located.

    + Primarily a day shift (8:00 AM – 5:00 PM, Monday through Friday), however some weekend or after-hours support may be required.

    + Travel may be needed for department training that my take play outside the Treasure Valley.

    Physical Requirements:

    + Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to understand verbal instructions and to communicate effectively on the telephone and in person.

    + Sufficient visual acuity, with or without reasonable accommodation, which permits the employee to comprehend written work instructions, prepare and review documents and process them in a prescribed order, and organize and prepare documents and materials.

    + Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to operate standard office equipment, and operate and make adjustments to computers.

    + Approximately 50% of time is spent sitting at desk or workstation.

    + Approximately 50% of time is spent standing, walking, bending, and kneeling.

    + Sufficient personal mobility, flexibility, and balance, with or without reasonable accommodation, which permits the employee to lift or move objects that weigh up to 50 lbs. and to work in an office environment.

    Minimum Qualifications:

    Good knowledge of:

    + computer trends, software, capabilities, and terminology;

    + computer hardware and software installation and troubleshooting.

    Experience:

    + working with network systems, evaluating and resolving computer, system, and user problems including compatibility conflicts, application operations, hardware malfunctions, and telecommunications problems;

    + installing and maintaining computer hardware, software, and peripherals in the network and/or multi-platform environment;

    + providing one-to-one IT training.

    Preferred Qualifications:

    + Extensive knowledge of end-user support of workstations including operating systems, hardware, mobile, printers, etc.

    + Base level knowledge of server, and network technologies, virtualization, routing, switching, and directory services

    + Experience performing installation, configuration, maintenance, and troubleshooting in a networked or enterprise environment.

    + Ability to diagnose and resolve complex technical issues using analytical skills and professional judgment.

    + Experience applying operational standards, security practices, and procedural guidance within IT environments.

    + Experience creating technical documentation, guides, or training materials for diverse audiences.
