The Idaho Lottery is seeking an accomplishedIT Manager to join our dynamic IT team. This is an exciting opportunity for someone looking to be a part of a fun, fast-paced, innovative and growing agency.
This management-level position provides leadership and oversight of the Idaho Lottery’s Information Technology Department. The IT Manager is responsible for supervising staff, directing daily IT operations, and ensuring secure, reliable, and compliant technology systems that support Lottery operations statewide. The role oversees IT planning, budgeting, vendor coordination, system changes, and project delivery, while developing policies, procedures, and controls that ensure continuity, audit readiness, and alignment with organizational goals.
Essential Duties, Responsibilities and Functions
The following duties are normal for this job. These are not exclusive or all-inclusive. Other duties may be required and assigned.
+ Provide leadership and oversight of the Idaho Lottery IT Department, including day-to-day operations, staff supervision, workload prioritization, performance evaluation, and training development.
+ Develop, implement, and maintain IT operating policies, procedures, and standards to ensure secure, reliable, and compliant technology operations.
+ Manage Lottery IT infrastructure, including networks, servers, cloud-based systems (O365), cybersecurity, user access, backups, and end-user hardware.
+ Coordinate with third-party vendors to prioritize change requests, manage quarterly software releases, and oversee deployment, testing, and troubleshooting of lottery applications and systems.
+ Lead and perform acceptance testing for gaming systems, internal control systems, online games, and IVR platforms, including development of test scripts and validation of new games and promotions.
+ Oversee configuration, testing, and implementation of new lottery games, including PullTab, TouchTab, scratch games, and associated systems.
+ Develop and maintain the IT Disaster Recovery Plan and ensure system continuity and data integrity.
+ Prepare, support, and perform annual IT and Lottery audits; ensure regulatory compliance, reconciliation of draw processing, and support year-end tax-related system processes. Create and manage the annual IT budget, IT strategic plan, project plans, metrics, and lifecycle planning for systems and equipment.

+ Manage IT software licensing, hardware maintenance contracts, and vendor agreements to ensure cost-effective and compliant operations.
Knowledge, Skills & Abilities
Minimum (The required skills and qualifications needed to perform the job):
+ Minimum of 5 years experience in computer networking and management
+ Good knowledge of Management practices
+ Some knowledge of budget practices (cost/benefit analysis)
+ Learning and following current Information Technology trends
+ Supervising and training technical IT staff
+ Experience with Exchange mail platform, Windows Server Software, Microsoft O365 Office products, Intune and Azure
+ Installing and maintaining multiple operating systems and system software which includes multiple technologies and platforms and resolution of conflicting goals with various users
+ Identifying and resolving complex system-related problems dealing with end users and vendors and translating them into workable solutions in a business environment and making recommendations based on established standards
+ Must successfully pass criminal, credit, and public records background checks conducted by the Idaho Lottery
+ Must successfully pass pre-employment and random drug tests
+ Experience negotiating and working with multiple technology vendors
Preferred (Attributes needed for superior performance, specialty areas):
+ Some Knowledge of proprietary lottery software and regulations
+ Some Experience in lottery industry
+ Good Knowledge and experience with cyber security, cloud computing and strategic thinking
+ 10 years experience in networking and management
Consults/Confers With:
Agency Director, Director of Security, ISL personnel, extensive interaction with Gaming System Vendors, and ICS support personnel
Working Conditions:
Secure control room environment, extensive use of computer, occasional lifting, moving and installing computer equipment
