    The Idaho Department of Water Resources (IDWR) is seeking a Professional Engineer to join its team of water resource professionals at its state office in Boise, Idaho. As an engineer working within IDWR's Planning and Projects Bureau, you will be responsible for implementing a variety of programs and initiatives in support of the Idaho Water Resource Board (IWRB). This position is open to engineers who have obtained Professional Engineer licensure.

     

    This position provides a unique opportunity to develop your engineering career while working on and managing water projects intended to ensure water sustainability for current needs and future growth within the State of Idaho.

    A one-time $5,000 RECRUITMENT BONUS is offered for this position. Recruitment bonus criteria must be met.

     

    There are two levels for this job opening – Engineer, Staff; and Engineer, Technical 1 job classifications. Through on-the-job training, classroom training, and achievement of team goals and agency goals, there will be opportunities to progress to the next full working-level job class in the Engineering career track.

     

    As a licensed professional engineer, you will enter at the Staff or Technical 1 Engineer level depending on your level of experience.

    EXAMPLE OF DUTIES

    • Manage development of water resource and supply projects on behalf of the IWRB from feasibility to construction

    • Manage one or more projects to increase Idaho's surface water storage in cooperation with partner agencies and stakeholders

    • Assist operation of the IWRB’s managed aquifer recharge program

    • Manage the design and construction of aquifer recharge infrastructure projects, or significant portions of projects, in coordination with contractors and water user partners

    • Review, analyze, and monitor the construction progress of water projects financed through loan or grant agreements

    • Work in a team setting with internal staff, engineering consultants, project partners, and others during a project

    • Represent IDWR and the IWRB at meetings and conferences

    • Provide engineering and other technical assistance as needed for the Planning and Projects Bureau

    • May supervise professional and/or technical staff

    STAFF AND TECHNICAL 1 ENGINEER LEVELS

    Minimum Qualifications:

    • Licensure:

    o Licensed in Idaho as a Professional Engineer (PE); or eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12

    • Experience:

    o analyzing, interpreting, and applying federal, state, and local laws when applying professional engineering principles and practices

    o writing technical engineering reports

    o evaluating, selecting, and adapting standard engineering plans, specifications, and standards in completing projects

    o coordinating field work and inspecting projects or facilities for compliance with standards

    • Valid driver's license

    * The Staff Engineer level is met based on the minimum qualifications listed above.

    * The Technical 1 level is met based on the minimum qualifications listed above AND at least four years of work experience post-licensure as a staff engineer with experience referenced below. A master's degree in a related field such as hydrology, geology or geosciences, geotechnical engineering, or civil or environmental engineering can qualify for one year of additional experience. A Ph.D. in one of the related fields can qualify for three years of experience. A Technical 1-level engineer is expected to handle more difficult projects with little supervision.

    Desired Qualifications and Experience:

    • Knowledge of project management principles and project management software

    • Experience presenting complex technical information to a variety of audiences

    • Experience at the Staff and Technical 1 levels may include formal technical or engineering presentations at a division-wide level, in a public setting such as a city or county hearing, or to decision-making bodies such as boards or the legislature

    • Some knowledge of hydrology, water rights, water resource management, and/or agriculture. This experience may be accomplished through work experience post-licensure as a staff engineer or successful completion of at least 12 credit hours of related education in surface and groundwater hydrology, dam safety evaluation, stream channel alteration, irrigation methods and system, design of hydraulic structures, or related areas of water measurement and use

    • Construction Management experience with all phases of construction projects, including the planning, design, and construction of water resource projects

    WORKING CONDITIONS

    The work is primarily performed in an office environment. Periodic field visits to project sites may be required and may involve walking over rough terrain, exposure to variable weather conditions, and lifting and carrying up to 30 pounds. Out-of-town and occasional overnight travel is required.
