    The Idaho Department of Health and Welfare, Child, Youth, & Family Services (CYFS) has an opening for a Programs Bureau Chief located at our downtown Boise office. This position will serve as a member of the CYFS leadership team and will provide direction for assigned statewide programs in support of the Department's mission, vision, and values. We are searching for an amazing individual with extensive experience in program management, contract/budget management, and quality improvement, as well as excellent communication and interpersonal skills. This position will support the Infant Toddler Program, which coordinates early intervention for children from birth to 3 years of age, that have a developmental delay or disability, the Idaho Child Care Program and the Head Start collaboration office. These programs are vital to the well-being of Idaho's children.

     

    This position is a non-classified position and exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

    EXAMPLE OF DUTIES:

    + Assures that program implementation is within allocated resources.

    + Provides management oversight and/or review of contracts, grants, and other business documentation to ensure compliance and the evaluation of controls and deficiencies are identified.

    + Provides direction to staff and advice to management on compliance with existing laws, policies, and business standards.

    + Ability to understand and apply knowledge of federal and state laws and regulations governing Early Intervention (ITP), Idaho Child Care programs (ICCP), Head Start collaboration, and relevant funding sources.

    + Evaluates and improves service programs consistent with quality improvement principals and practices to maintain compliance with state and federal laws and regulations and ensures consistent application across all regions of the state.

    + Supervises staff to include hiring, training, evaluating performance, and handling disciplinary issues.

    + Seeks opportunities for cooperation, collaboration, partnership, and integration with other programs and efforts to build working relationships with internal and external customers.

    PREFERRED QUALIFICATIONS:

    + Experience developing and monitoring contracts.Typically gained by at least 3 years’ experience developing and monitoring contracts.

    + Experience that has provided considerable knowledge of laws, regulations, policies and procedures.Typically gained by at least 3 years’ experience working with laws, regulations, policies and procedures either at the federal or state level.

    + Experience with multiple operating systems and systems software.Typically gained by at least 3 years’ experience working with multiple operating systems and systems software.
