    Job Description

    Our client in Tallahassee, FL is seeking an experienced Business Analyst to serve as a technical liaison between program leadership, the Project Manager, and the IT organization. This role is critical in translating business needs into clear, actionable technical requirements while supporting efforts to modernize and standardize key departmental systems. You will work closely with stakeholders to support data standardization initiatives and contribute to the development of a new consultant timesheet application. Your documentation will play a central role in guiding system enhancements to digitize paper use across 60+ Florida counties and ensure consistent vendor time‑tracking across the state agency.

    Key Responsibilities

    Requirements Elicitation & Analysis

     

    Lead business and technical requirements gathering for the agency’s consultant time‑tracking system replacement.

     

    Collaborate with business leaders, project managers, and technical teams to understand functional and non‑functional requirements.

     

    Translate business needs into semi-technical requirements aligned with departmental standards and strategic goals.

     

    Documentation & Process Mapping

     

    Develop comprehensive Business Requirements Documents (BRDs), Functional Specifications (FS), and User Stories with detailed acceptance criteria.

     

    Create process maps and data flow diagrams to illustrate system workflows, integrations, and dependencies.

     

    Document system components, integration points, and external interfaces to ensure clarity and alignment across teams.

     

    System Design Support

     

    Partner with developers and UX designers to define user interface expectations.

     

    Ensure UI/UX designs are intuitive, accessible, and aligned with user and departmental needs.

     

    Testing & Quality Assurance

     

    Develop acceptance criteria, test plans, and test cases based on business and technical requirements.

     

    Participate in system testing and user acceptance testing (UAT) to validate functionality and ensure requirements are met.

     

    Tools & Delivery Practices

     

    Use Azure DevOps to manage work items, track progress, and maintain alignment with project milestones.

     

    Follow departmental delivery standards, including continuous integration and continuous delivery (CI/CD) practices.

    Skills and Requirements

     

    -5–7 years of experience as a Business Analyst working across the full SDLC.

     

    -Proven experience working in an Agile environment (not a Scrum Master role), with the ability and desire to participate in sprint activities.

     

    -Solid understanding of sprint planning, backlog refinement, and iterative delivery practices.

     

    -Working knowledge of DevOps tools and processes (expert-level proficiency not required).

     

    -Exceptional communication skills with the ability to clearly bridge technical and non‑technical audiences.

     

    -Ability to perform pre‑UAT testing to validate requirements and ensure readiness for formal user acceptance.

     

    -Experience using Smartsheet or comparable project/portfolio management (PPM) tools.

     

    -Demonstrated success serving as a true liaison between IT teams and business stakeholders.
