    What Success Looks Like In This Job

     

    An Animal Management Officer I is an entry-level position, responsible for performing a variety of duties involved in the enforcement and Management policies and procedures throughout the County. This position reports directly to the Animal Management Supervisor in the Division.

     

    Examples of Duties for Success

     

    + Patrols county streets, roads, and highways; captures and impounds unlicensed, stray, and unsheltered animals; removes dead and snares animals in a net, with rope, or other devices; cages and secures animals in Animal Management vehicles; supplies food, notify owners of impounded animals.

    + Identifies and records breed and gender of animals.

    + Investigates complaints concerning animals creating nuisances and takes appropriate action; writes reports.

    + Responds to calls regarding animal bites; quarantines animals for rabies observation.

    + Investigates reports of animal abuse; issues warnings and citations for violations of ordinances; testifies in court. Examines dog licenses for validity; issues warnings or summonses to delinquent owners.

    + Inspects and maintains cleanliness of Animal Management vehicle; washes and cleans cage area to prevent the spread of odor

    + Performs wildlife euthanasia as directed; disposes of remains.

    + Examines detained animals for illness or injury; delivers animals to the veterinarian for medical treatment.

    + May be on call to work stand, holidays and after hours.

    + Performs related duties and responsibilities as required.

    Qualifications for Success

     

    + Coordinates with other agencies regarding a variety of matters, including joint inspections.

    + Ability to remain motivated and dynamic and engage in problem-solving throughout the day.

    + Demonstrates thorough knowledge of basic codes, ordinances, laws, and regulations pertaining to animal management.

    + Handle sensitive or stressful situations with tact and diplomacy.

    + Apply principles, practices, methods, and techniques of animal ordinance violations, investigation, and enforcement.

    + Engage in safe and efficient work practices as they relate to Animal Management.

    + Apply basic principles and procedures of record.

    + Apply safe driving principles and practices when operating a motor vehicle.

    + Ability to operate photography equipment.

    + Computer Skills: Learn the operation of computer and County-supported software, to include MS Office Suite, JD Edwards, E- Docs, and other software

    + Ability to learn, interpret, and apply State and local policies, procedures, laws, and regulations. Learn court procedure, including, but not limited to various types of inspection warrants and court documents.

    + Respond to inquiries, complaints, and requests for service in a fair, tactful, and timely manner. Work independently with minimum supervision.

    + Ability to learn necessary regulations with firmness and tact, always maintaining excellent customer service whenever possible.

    + Communicate clearly and concisely, both orally and in writing; make presentations.

    + Take proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents. Use all required safety Understand and use general principles of animal care.

    + Ability to learn animal management techniques by using ropes, nets, traps, and other approved devices

    + Be able to communicate with the dispatch center and other officers using a two- way radio and mobile data terminal.

    + Learn to identify breed and gender of animals.

    + Learn principles of licensing, control, and disposing of animals.

    + Learn methods and procedures of animal collection and impoundment.

    + Learn to use and care for animal shelter equipment.

    + Learn, interpret, apply, and enforce pertinent Federal, State, and local laws, codes and regulations related to animal shelter.

     

    More Qualifications for Success

     

    This position requires one year six months (1.5) years of total combined years of total combined experience from the categories below, with a minimum of one year working with the public.

    Professional Experience:

    + Minimum of 1 year of experience working with the public and in the including resolving complaints, concerns, or conflicts.

    + 6 months of hands-on knowledge working with animals. This may include animal control, kennel, grooming, or similar experience.

     

    Academic Experience None required.

    Comparable Experience:

    + Comparable experience or involvement with poverty, homelessness, and/or behavioral health.

    + Up to one (1) year towards combined experience for demonstrated comparable experience.*

    License and Certificates:

    + Possession of a valid driver’s license.

    + Within 1 year of hire, obtain the National Animal Control Association (NACA) Basic Certification.

    Essential duties for all levels require the following physical abilities and work environment:

    + Work in both an office setting and field environment.

    + Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, and lift up to 50 pounds.

    + Exposure to confining space, dust, noise, heat, cold, chemicals, vicious animals and diseases related to wild and domestic animals.
