    The Business Operations and Data Management Analyst (Management Analyst 2) supports the Well Management Section (WMS) Operations Unit by administering data systems, coordinating program operations, and ensuring data quality, continuity, and communication across the Section. This position serves as the primary subject matter expert for WMS data systems, oversees program workflows, develops and maintains policies and procedures, and manages information dissemination to internal and external stakeholders. The role also supports licensing and maintenance permit processes and coordinates all activities of the Advisory Council on Wells and Borings. The ideal candidate brings strong analytical skills, technical proficiency, and the ability to provide clear, accessible, and customer-focused communication.

    Primary Responsibilities include:

    + Oversee and maintain WMS data systems, ensure data integrity, provide technical support, and coordinate system updates, training, and documentation.

    + Ensure smooth administrative, business, and program operations, including record management, financial reconciliation, data requests, and KPI tracking.

    + Draft, implement, and maintain policies, procedures, SOPs, and stakeholder communications; manage websites, SharePoint sites, and information dissemination.

    + Analyze and improve permit processes, provide technical guidance, track KPIs, and support customer inquiries and compliance.

    + Plan and organize council meetings, manage membership, prepare agendas and materials, and maintain council-related communications and SharePoint resources.

     

    _This position may have the option of teleworking up to 50% of the time based on the business needs and manager discretion._

    Minimum Qualifications

    One (1) year of experience managing or supporting electronic information systems. This experience must include at least **two** of the following:

     

    + Managing information dissemination to internal and external stakeholders, including website development, accessibility, and mass emailing.

    + Coordinating workflows, tracking Key Performance Indicators (KPIs), or providing operational support.

    + Drafting or maintaining policies, procedures, or guidance documents.

    + Using accounting skills sufficient to reconcile transactions and deposits.

    _Additional minimum qualifications to be assessed during the interview:_

    + Ability to identify issues in administrative, operational, or data management processes and propose practical solutions within established procedures.

    + Clearly explain procedures, provide guidance to staff or stakeholders, and work effectively with internal and external partners.

    + Prioritize tasks, manage multiple assignments simultaneously, and complete work accurately and on schedule.

    A degree in Business Administration, Public Administration, Project Management or a closely related field will substitute for experience as follows:

     

    Bachelor's degree = 12 months of experience

     

    Associate degree = 6 months of experience

    Preferred Qualifications

    + Manage and provide technical support for electronic data systems or databases, including system updates and workflow coordination.

    + Experience creating, implement, and maintain policies, procedures, SOPs, or guidance materials.

    + Collect, analyze, and report program data, metrics, or KPIs to inform operational or business decisions.

    + Organize and support advisory councils, committees, or stakeholder groups, including meeting coordination and documentation.

    + Apply knowledge of licensing, permitting, or regulatory processes within government or environmental programs.
