    GENERAL RESPONSIBILITIES:

    The Human Resources Generalist performs day to day HR activities by providing a broad range of support services to ensure employees, processes, programs and policies are aligned and optimized to achieve company goals. The HR Generalist carries out the responsibilities in the following functional areas: HRIS/Payroll, benefits administration, leave administration and credentialing.

    SPECIFIC RESPONSIBILITIES:

    + Performs routine tasks required to administer and execute human resource programs including but not limited to payroll, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; and training and development.

    + Administers various human resources plans and procedures for the organization, interacting with employees, managers and customers to achieve objectives.

    + Reviews and responds to employees regarding policy, procedure and other human resources related inquiries.

    + Processes system-wide payroll and makes all associated entries and adjustments.

    + Reconciles Payroll information, including hours, dollars added, and deductions each pay period prior to transmitting payroll.

    + Develops schedules for processing payrolls, including transmission; notifying staff in a timely manner of any payroll schedule changes.

    + Train staff on how to use various payroll applications; incorporating any changes as part of staff training.

    + Ensures that all time and benefit information are in compliance with HR and Payroll procedures, Collective Bargaining Agreements and Benefit Contracts

    + Monitor time records for required minimum lunch breaks

    + Ensures payments relating to payroll and payroll taxes, including saving and checking direct deposits, union, and all other necessary third party benefit payments are processed accurately and timely.

    + Reconciles Health Insurance invoices to assure that they are proper and agree to the payroll records

    + Prepares purchase orders for all payments for benefits and payroll processing fees

    + Collaborates with necessary staff to ensure proper accounting and reporting of all personnel expenses including but not limited to wages, FT/PT/Temp status, departmental allocation, benefit allocations.

    + Completes all accounting payroll reports to regulatory agencies, insurance companies and pension funds including Life/LTD, Pension tax return, NYS Dept. of Labor research & statistics, year-end audit, W2's; overtime reports, ADI audit reports; hours proof reports, etc.

    + Manages the credentialing and privileging process for all credentialed providers according to organizational and regulatory requirements.

    + Coordinates NHSC and NYS loan forgiveness program requirements and reporting.

    + Supports the maintenance and implementation of policies and procedures.

    + Administers unemployment, workers compensation and other third-party insurance claims.

    + Assists with the annual open enrollment process.

    + Resolves benefit discrepancies with employees, payroll, carriers and the organization.

    + Assists with Affirmative Action Program and EEO reporting. Maintains other records and reports to conform to regulations.

    + Maintains Human Resource Information System records and compiles reports from database.

    + Participates in staff meetings and attends other meetings.

    + Demonstrates excellence in both internal and external customer service.

    + Understands and is able to effectively communicate HIPAA compliance, corporate compliance and client confidentiality.

    + Ensures and/or remains in compliance with local, state, and federal regulation, i.e. DHHS HRSA and NYSDOH, and all accreditation standards (e.g. Joint Commission and NCQA-PCMH).

    + Adheres to the National Patient Safety Goals as defined by the Joint Commission and Whitney M. Young Jr. Health Center.

    + Completes other duties as assigned.

    Requirements

    MINIMUM QUALIFICATIONS:

    A Bachelors’ degree or 7 to 10 years of relevant HR Generalist experience that includes knowledge of principles and best practices of Human Resources administration, employee relations and labor relations. Two (2) years of Recruiting experience to include knowledge of principles and best practices of Human Resources administration, payroll, recruitment and processing. Effective oral and written communication skills, excellent interpersonal skills. Demonstrated efficiency in Microsoft, ability to analyze/report; manage multiple tasks/assignments. High degree of professionalism and maturity. Ability to work independently.

    PREFERRED QUALIFICATIONS:

    SHRM-CP/PHR certification. Experience in other areas of human resources to include compensation, benefits, training, or organization development. Familiarity with multiple HRIS platforms.

    Salary Range: $63,500 - $68,000 annually
