The City of Eugene is seeking a customer-focused Administrative Specialist to join our Curbside Services Division. This position serves as the first point of contact for customers and visitors, providing support for parking permits, citations, regulations, and curbside services. Acting as a lead for day-to-day customer interactions via in-person, phone, and email, the role ensures a positive experience while assisting with program processes and administrative tasks. About Limited Duration Position
+ This Limited Duration position could last up to six months per business need.
+ If you are a current Limited Duration employee, you will not have rights back to your Limited Duration position.
+ Employees hired into Limited Duration positions will be members of the AFSCME bargaining unit and covered by the contract except for items outlined below:
+ Limited Duration employees are at-will and do not have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.
Examples of Duties Performed - Duties may include but are not limited to the following
+ Serves as the primary point of contact for customers, responding to inquiries in person, by phone, via email, and returning voicemails regarding parking permits, citations, meters, and curbside services.
+ Assists customers with permit account management, including troubleshooting account issues and providing guidance on application processes.
+ Coordinates the issuance of parking permits for commuter, commercial, and residential customers using parking software systems.
+ Provides accurate information and guidance on program rules and regulations, including citation payments, impounded vehicle procedures, and permit requirements.
+ Receives, receipts and records fees received for permits, equipment or citations.
+ Gathers, monitors and updates a variety of information and processes; compiles and verifies data sources to create reports.
+ Utilizes de-escalation techniques to resolve conflicts and maintain positive customer interactions.
+ Ensures compliance with City regulations for permit issuance and related processes.
+ Provides administrative support to team members and the department manager as needed to ensure smooth operations.
+ Collaborates with other departments and staff to exchange information, resolve issues, and support decision-making related to curbside and parking services.
+ Performs related duties as assigned to support departmental goals.
+ Actively support and respect diversity in the workplace.

Minimum Qualifications
Experience
Two years of general office experience.
Education
High school diploma or G.E.D. equivalent. Post secondary course work in office assistant or administrative assistant areas desirable.
Background
Must pass a background check.

Supplemental Information
Working Conditions:
Work in this class is done generally in an office environment. May be required to sit, keyboard, write, hear and speak for extended periods. May be required to stand frequently for extended periods. Work includes operating a variety of office equipment. Work activities include bending, stooping, and kneeling. May be required to lift up to 25 pounds.
Bilingual Pay Benefit
This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.
What to Expect from our Selection Process

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
