    General Statement of Duties

     

    The Building Inspector position performs field inspections to assure that commercial and industrial construction complies with structural, mechanical and related codes and regulation. Provides technical assistance to the public, contractors, and design professionals regarding structural or mechanical specialty codes and may provide lead direction to other structural or mechanical code specialist employees. This position will be filled as a Structural/Mechanical Inspector.

    Examples of Duties Performed - Duties may include but are not limited to the following

     

    + Safely operate a City-owned vehicle to and from inspection sites located around the city daily.

    + Performs field inspections for structural or mechanical area of construction inspection; notifies builders and owners of code violations by writing field correction memos and/or letters to customers.

    + May provide direction to other structural or mechanical code specialists and the public with interpretation and application of codes and resolution of problems.

    + May plan and conduct training for co-workers and the public in structural or mechanical code requirements in one or more areas of building construction.

    + Performs and may coordinate the record keeping and documentation, such as data entry, of inspections and plans reviews in structural or mechanical area of construction.

    + Researches plan reviews and structural or mechanical code enforcement activities from automated records and division documents.

    + May plan, assign, lead and review the work of assigned staff.

    + May act in capacity of the supervisor in the supervisor's absence or as directed.

    + Assists customers, contractors, homeowners, architects, engineers and designers by phone or at counter regarding the inspection process, construction standards and structural or mechanical codes.

    + May attend meetings and function as liaison with other parts of the City organization and the public; assists with division's public relations out-reach work.

    + May prepare staff notes for cases pertaining to field activity in structural or mechanical specialty; makes recommendations on alternate materials and methods requests.

    + Assists plan reviewers, supervisors or the building official in preparation of staff notes for cases pertaining to field activity in assigned area; make recommendations on alternate materials and methods requests and may attend meetings, relating to cases arising from inspections in assigned area.

    + May assist Building and Permit Services management in enforcement cases by appearing in court as a witness and assisting support staff in preparation of case documentation.

    + Actively supports and respects diversity in the workplace.

    + Performs other related duties as assigned.

    Minimum Qualifications

    Experience

    Two years as a Residential Building Inspector or 4 years of residential construction is desirable but not required. Experience as a Commercial Building Inspector is preferred.

     

    Background

     

    Must pass a background check.

     

    Physical

     

    Must pass a physical assessment and drug test.

     

    License

     

    Valid Oregon driver’s license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

     

    Certifications

     

    + Residential Structural Inspector (CAS)

    + Oregon Inspector Certification (OIC) or ability to obtain within 90 days.

     

    The ideal candidate will have the following knowledge, skills, and abilities

    Knowledge of:

    + State and local building and land use codes and regulations.

    + Construction practices, materials and standards.

    Ability to:

    + Plan, assign, lead and review the work of assigned staff.

    + Prepare and present detailed case information and documents.

    + Perform physical inspections in varying weather conditions.

    + Pass pre-employment physical.

    Skills in:

    + Interpreting building plans and specifications.

    + Identifying structural or mechanical code deficiencies resulting from faulty design or construction.

    + Interpreting and explaining structural or mechanical code and remedial work required.

    + Communicating effectively, both orally and in writing.

    + Establishing effective working relations with employees, City and local officials, building owners, engineers, architects, contractors and the public

     

    Supplemental Information

    Additional Certification and Career Development Information:

    This position as outlined in the AFSCME contract has the ability to receive additional certification pay and the ability to be involved in a career development program to move into the Residential Inspector classification.

     

    Certification Pay

     

    1) To reach top step in the Structural/Mechanical Inspector range, an employee must hold A-level certifications in both Structural and Mechanical specialties. If an employee holds only one A-level Structural or Mechanical certification, they will only be eligible to earn up to step 4 of the pay range.

     

    2) Employees in the Structural/Mechanical Inspector, Residential Inspector, Electrical Inspector, Plumbing Inspector, and Lead Structural, Mechanical, Electrical and Plumbing Inspector classifications are eligible for certification pay in accordance with this section.

     

    3) Each classification includes minimum State certifications and training requirements. Employees who hold additional certifications, as defined in Table 1 below, may be eligible to receive certification pay.

     

    4) The purpose of the certification pay incentive is to encourage Building & Permit Services employees to maximize the number of current certifications held in building inspection, and to provide additional staff resource depth and flexibility to meet business objectives to efficiently provide inspections services. Employees that receive compensation for holding additional approved certification above those required by their job descriptions are subject to being required to perform all assigned duties covered by the approved certification for which they are being compensated.

     

    5) Employees are required to notify supervisor, in writing, prior to obtaining additional certifications that may lead to additional certification pay. Supervisor will determine if additional certification meets a business need and will qualify for additional certification pay prior to obtaining certification. All inspectors will have the opportunity, should they choose, to obtain certifications and be eligible for the minimum certification pay range for 2+ points shown in Table 2.

     

    6) It is the employee’s responsibility to maintain certifications. Failure to maintain additional state certification or satisfactorily perform inspections or meet other requirements under the designated certification may result in loss of certification pay.

     

    7) Each November the Building Official and Building Inspection Supervisor will establish a list of needed certifications for the upcoming year that reflects the business need for the City of Eugene’s ability to provide timely and effective inspections. This list will indicate certification types and number of slots available to meet the business need. This list will be shared by December 1st of each year. Employees will have 10 business days to indicate their interest in utilizing held certifications for the listed certifications needs for the coming year. In the case that there are more employees interested than need, the City will use seniority to determine eligibility. Employees are eligible if they have completed the training program for their position and are meeting performance expectations. Employees will not be eligible for the list if they are on a performance improvement plan. Once an employee begins receiving certification pay based on tables 1 and 2 for a certification, they will continue to receive compensation for that certification, except as provided in section 6 of this MOU. Lapse in certification will result in immediate review of certification pay eligibility.

     

    8) The amount of certification pay will be based on assigned points in Table 1. The amount of certification pay shall be added to the employees monthly base pay according to the schedule in Table 2.

     

    9) For an employee to receive certification pay the employee must notify the supervisor and provide proof of certification. Certification pay shall begin on the first day of the next pay period after supervisor approval.

    Bilingual Pay Benefit

     

    Per the AFSCME contract (https://www.eugene-or.gov/Archive.aspx?AMID=71) , the City shall pay an employee an additional 5% for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.

     

    Eligibility List

     

    This posting may also be used to establish an eligibility list of applicants for future vacancies. Candidates that are placed on the eligibility list will be notified via email which will include the duration of the list and how notification of call up will occur.
