    Position Summary

    The City of Bozeman is hiring a Solid Waste Superintendent to manage daily operations, budgeting, lead a dedicated team, and ensure safe, high-quality waste and recycling services. Help shape long term improvements and support efficient and reliable waste services for our residents.

    Work Week: Typically, Monday through Friday, 8:00am - 5:00pm

     

    Examples of Essential Work (illustrative Only)

     

    + Plans and directs the activities and operations of the City’s Solid Waste division;

    + Works with the assigned supervisor to plan, develop, and direct the implementation of goals, objectives, policies, procedures, and work standards for all related division functions;

    + Provides technical and supervisory work to division operations;

    + Oversees the personnel functions for the division, including analyzing divisional personnel needs, and making recommendations accordingly, including recruiting, selecting, hiring, motivating, evaluating, disciplining and terminating division personnel in accordance with established City policies and procedures;

    + Prepares, administers, and reviews the division’s annual budget for each area of responsibility, including monitoring expenditures, maintaining related reports and records, compiling budget data, and reviewing purchase orders and expenditures for approval;

    + Prepares bid specifications for equipment purchases, and makes recommendations to appropriate City personnel for equipment purchases;

    + Evaluates the operational needs for assigned division, and makes recommendations accordingly, including recommendations for department budget allocation, employee training and development, and new equipment and tools for future procurement;

    + Interprets drawings, diagrams, and specifications, and provides technical assistance to staff as required;

    + Ensures all work is completed in accordance with prescribed safe work methods, including enforcing the use of appropriate safety equipment as required;

    + Works closely with other division supervisory personnel to promote positive work attitudes within the division and maximize teamwork and cooperation by all division employees;

    + Oversees the implementation of work programs designed to meet the annual and long-term objectives of the division;

    + Schedules construction, repair, and maintenance work;

    + Creates and updates work orders and templates and maintains current and accurate data on materials, equipment, and labor costs;

    + Works closely with the database administrator to troubleshoot and resolve problems with software and related hardware and continually enhance the system to improve operation efficiency and accurate cost tracking;

    + Tracks fleet maintenance, parts inventory, life cycle costs, and replacement schedules;

    + Assist in post-closure of City’s landfill, including maintenance of methane mitigation system and work with engineering contractor to mitigate issues and maintain DEQ compliance;

    + Assists other City departments and divisions with solid waste and recycling disposal needs;

    + Establishes or adjusts work procedures to meet daily job requirements according to available resources, such as available workforce and related equipment;

    + Communicates with all related personnel in efforts to encourage, motivate, promote leadership, and encourage teamwork in accomplishing set forth objectives;

    + Maintains accurate logs and records of work performed as required;

    + Ensures all work activities are in compliance with City codes and policies and State directives;

    + Acts as a liaison between the division and local residents, contractors, business representatives, government agencies, and other related professionals to ensure positive public relations;

    + Addresses citizens’ concerns or complaints and takes appropriate action to ensure a timely resolution or citizen satisfaction;

    + Provides needed information and demonstrations concerning how to perform certain work tasks to new employees;

    + Keeps supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

    + Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas;

    + Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;

    + Performs other duties consistent with the role and function of this classification.

     

    Minimum Required Qualifications

     

    + Bachelor’s Degree in Industrial Management, Business, Public Administration, Environmental Science or a closely related field; AND

    + Extensive (at least 7 years) increasingly responsible experience in waste management operations, including considerable (at least 5 years) supervisory experience; OR

    + Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

     

    Required Knowledge, Skills, and Abilities

     

    + Comprehensive knowledge of advanced principles and practices of related Solid Waste administration, including planning, delivery, and maintenance activities;

    + Comprehensive knowledge of economics and municipal finance as applied to Solid Waste;

    + Comprehensive knowledge of current applicable Federal, State, and local laws, rules, and regulations relating to public works programs and operations;

    + Comprehensive knowledge of the safe and proper use of basic hand tools, power tools, and other related construction equipment;

    + Comprehensive knowledge of basic safety principles and practices of maintenance and repair activities;

    + Ability to establish and maintain effective working relationships with assigned supervisors, other City employees, and the general public;

    + Ability to effectively lead, motivate, and supervise the work of others;

    + Ability to establish goals, objectives, and plans for the division, including encompassing short, intermediate, and long term operations;

    + Ability to effectively organize work, maintain organizational structure, and delegate authority;

    + Ability to effectively resolve employee problems in a fair and diplomatic manner;

    + Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;

    + Ability to understand and follow oral and/or written policies, procedures, and instructions;

    + Ability to prepare and present accurate and reliable reports containing findings and recommendations;

    + Ability to operate or quickly learn to operate a personal computer using standard or customized software applications appropriate to assigned tasks;

    + Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;

    + Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines;

    + Ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

    + Integrity, ingenuity, and inventiveness in the performance of assigned tasks.

     

    Required Special Qualifications

     

    + Must possess a valid Driver’s License and obtain a Montana Driver’s License within 60 days of employment;
