    The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

     

    Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. We are also seeking persons to join our team that are dedicated to supporting a positive work and treatment environment.     The NCSB is seeking a Case Manager III in the Housing and Homeless Services to provide comprehensive services to persons experiencing homelessness with behavioral health disorders. Works within a team environment to assist persons served by the team to acquire housing, including those receiving mainstream housing choice vouchers through Norfolk Redevelopment and Housing Authority. Provides relationship development for landlord recruitment. Provides assistance to consumers in the housing application process and for training and support to ensure housing stabilization.

     

    Department Hiring Salary Range: $46,589-$53,577

    Essential Functions

    Essential functions include but are not limited to:

    + Active outreach to engage persons who qualify for Permanent Supportive Housing follow-up for effective engagement, and follow-through with making connections to housing. This includes persons identified for Mainstream Housing Choice vouchers through a partnership with Norfolk Redevelopment and Housing Authority.

    + Keep and submit accurate documentation of activities, including the collection and documentation of required information.

    + Provide activities to overcome barriers to successful housing attainment.

    + Assist with the development of applications for housing programs.

    + Provide services in a person-centered environment, utilizing best practices and methods as directed by the grant activities.

    + Work in the field and in the office, plus providing services in community settings such as shelters, streets, public spaces, and benefits offices. Provides follow-along services to persons once housed to effectively transition them to those providing ongoing supports.

    + Provide development of a housing acquisition plan based on the person's needs and preferences. Work effectively with rest of team to ensure ongoing work with consumer on the plan.

    + Works directly with the housing team at Norfolk Redevelopment and Housing Authority to assist with tenancy issues, tracking of data, and participation at quarterly meetings to discuss overall program outcomes.

    + Act as consumer advocate to ensure their voice is heard and barriers are overcome to meet critical and preference needs.

    + Provide direct assistance including attending appointments with consumers.

    + Provide crisis counseling and intervention when necessary.

    Education/Experience

    Bachelor's degree in a human services field.

     

    Two years' experience in a human services field related to the areas of assignment. Some assignments may also require specific experience working with various types of client populations.

    Preferred:

    + Experience with persons experiencing homelessness and behavioral health disorders.

    + Direct experience assisting persons in gaining housing.

     

    Additional Information & Requirements

     

    + Valid Driver's License may be required depending on assignment.

    + Certification in basic first aid and CPR, depending on area of assignment.

    + QMHP-A preferred

     

    Working Hours: Monday-Friday 8am-4:30pm

     

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
