    Description

    CITY OF NORFOLK: Department of Public Works is currently seeking a Crew Leader I within the Division of Environmental Storm Water Management. This position is the team leader position responsible for the field crews that perform maintenance of ditches, drains, and retention ponds, the installation, repair, and maintenance of stormwater infrastructure, and the sweeping of city streets.

     

    The Department of Public Works builds, maintains and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses and visitors, including the City’s Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.

    Essential Functions

    Essential functions include but are not limited to:

    + Leads a crew that performs maintenance flushing and cleaning maintenance on stormwater structures and pipes utilize the Division’s Vactor trucks.

    + Performs the installation and repair of structures by grading ditches, removing debris, cutting vegetation, cleaning lines, repairing structural damage, laying pipe, building structures, etc.

    + Performs maintenance on City’s ditches and BMPs.

    + Resolves problems by investigating complaints, coordinating work, and documenting progress and productivity.

    + Documents performance data utilizing a computer work management database system. Responsible for entering labor and equipment data, as well as work completed details accurately and in a timely fashion.

    + Supervises employees by overseeing job sites, assigning workers to planned tasks, verifying the quality of work performed, tracking employee time, and preparing reports.

    + Coordinating the orientation and on-going training and professional development of workers through on-the-job training, tail-gating sessions, coaching, etc.

    + Managing material and equipment inventory and procuring supplies and materials from vendors and the City's storehouse while following purchasing guidelines.

    + Assists with hiring staff.

    + Ensures safety measures by conducting safety inspections, informing employees about safety precautions, evaluating worksites for OSHA compliance, ensuring Miss Utility protocol is followed, and ensuring traffic patterns for repair crews are followed.

    + Provide customer service by answering questions, describing repairs, and coordinating time for service requests.

    + Responds to emergencies by leading storm damage teams and standby teams to respond to after hour emergencies.

    + Must be able to operate, train, and oversee the operations of heavy construction equipment including but not limited to pickup trucks, sewer vacuum trucks, street sweepers and dump trucks. Must also be able to use and train employees on various hand tools such as weed eaters, mowers, etc. in a safe manner.

    + Computer experience and knowledge required. Knowledge of work management database systems and Microsoft suite a plus.

    + Must be able to read and interpret road maps, pipe plans, and schematics.

    + Requires ability to clearly understand verbal or written instructions.

    + Requires the ability to communicate clearly and concisely both orally and in writing.

    + Requires physical ability to stoop, bend, lift 75 pounds, and climb on and off equipment.

    + Requires considerable knowledge of traffic laws and regulations as they apply to heavy motorized equipment.

    + Requires normal hearing, peripheral and night vision, and depth perception to safely supervise crews on streets with high traffic volume.

    + Requires ability to work in adverse weather conditions, including extreme hot and cold temperatures, sometimes under emergency conditions

    Education/Experience

    Work requires knowledge necessary to understand basic operational, or technical processes. Level of knowledge equivalent to four years of high school or equivalency.

     

    More than two years of experience required in ditch or infrastructure maintenance/repair/construction.

     

    Preferred candidate will have two years or more of supervisory experience.

    The preferred candidate will have the ability to:

    + Use considerable knowledge of traffic laws and regulations as they apply to heavy motorized equipment.

    + Work over open water or from boats.

    + Work in confined spaces.

    + Work from elevations that require fall protection.

    + Work in adverse weather conditions, including extreme temperatures and wet / rainy environments during both emergency and non-emergency conditions.

     

    Additional Information & Requirements

     

    Must possess valid Commercial Driver’s License w/ Tanker Endorsement. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.

     

    Pesticide Applicator a plus.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
