    **Summary:** The incumbent's primary responsibility is to supervise the daily technical and administrative functions of Inpatient phlebotomy with 38 employees covering a 24/7 operation. There are 5 Phlebotomy Leads reporting directly to this position. Responsibilities include ensuring compliance with institutional and laboratory policies and procedures; ensuring that written and approved technical procedures and documentation are maintained; manage personnel, and all fiscal affairs. Excellent communication and problem-solving skills are needed for interactions at several levels of the organization and with patients. (Full time - 40 Hours/week - Shift 3 - HUP 3400 Spruce Street - Inpatient Phlebotomy)

    Responsibilities:

    Employee Satisfaction

    + Regularly meets with employees to improve communication and to build productive relationships

    + Continuously communicates to staff the importance of patient satisfaction, quality of care, and sound financial performance; and champions our successes and priorities for improving performance in meeting and exceeding patient and customer expectations

    + Analyze employee satisfaction data and identify opportunities for improvement

    + Collaborate with staff to develop action plans and implement those plans with follow through

    + Manage and eliminate process workarounds

    + Focus energy on collaborating in problem resolution rather than finding blame

    Manage Team and individual performance in alignment with the UPHS vision of service excellence

    + Demonstrate professionalism within the framework of Relationship Based Care (Patient-Centered Care)

    + Works with UPHS leadership, clinical leadership and Entity leadership in developing programs, services and initiatives to anticipate future customer needs, build customer loyalty and generate profitable growth

    + Sets standards and drives operational integration of programs by ensuring alignment in communication

    + Drive patient/ client loyalty and physician referral by ensuring staff under direct supervision understand the UPHS commitment to service, their own work processes, and have the necessary skills to meet service expectations

    + Review Press Ganey reports and identify patient satisfaction trends and opportunities for improvement.

    + Maintain staff accountability for individual and group patient satisfaction scores.

    Technical Services (20% of Operations weight)

    + Meet with practice and nurse management to support operations and communications across the health system.

    + Monitors workflow and workload within the sections and adapts operational plan accordingly.

    + Ensures enrollment in appropriate Proficiency Testing programs which meet federal, state and accrediting agency requirements. Reviews all proficiency testing results and reports findings to Division's CEQI committee.

    + Completes, reports and addresses patient safety findings to manage and department CEQI committee.

    + Assists clinicians and researchers in utilizing lab services in support of special projects and research protocols. Meets with clinical research sponsors/ auditors to review lab service support for various clinical trials

    + All other responsibilities as designated by Manager, Administrative Director or Chair.

    Regulatory Compliance (15% of Operations weight)

    + Functions as liaison to accrediting/regulatory agencies in preparation for inspections, site visits, documentation of compliance, deficiency corrections, status changes and licensing renewals.

    + Maintains an updated database related to Federal, State and local government agencies and professional accrediting agencies’ regulatory requirements impacting lab operations

    + Maintains quality control, instrument records, test records and other documentation in a manner which complies with all regulatory requirements.

    + Conducts annual review of department operating policies and procedures.

    + Monitors and participates in department efforts to maintain a safe working environment through development of safety policies, ongoing surveillance of environment and work practices. Ensures deficiencies noted are corrected.

    Fiscal Management (15% of Operations weight)

    + Review and approve payroll.

    + Reviews monthly expense reports and variance reports and assists in devising strategies for minimizing expense variances.

    + Manages inventory through reagent utilization analysis.

    + Ensures all staff involved in moderately complex or highly complex testing meet personnel qualification requirements as defined by federal, state and accrediting agency regulations.

    + Ensures staff competency validation programs (including task authorization charts) are established and in compliance with all regulatory requirements

    + Completes annual performance review for all individuals under his/ her supervision. Mentors and provides opportunities for team members to develop existing and new competencies through routine and on-going coaching and feedback.

    + Guides team in fostering an environment that supports diversity and promotes trust, integrity and high performance

    + Ensures completion of UPHS mandatory health screenings, annual training programs and performance evaluations for all employees

    + Collaborates with Manager in staff recruitment process

    + Conducts regular staff meetings to share information and solicit feedback

    + Plans and coordinates continuing education programs designed to maintain and increase the technical skills and knowledge of self and staff

    Serves as a technical and managerial resource for implementation of Health System or Entity goals and special projects

    **Credentials** : Phlebotomy, ASCP or Medical Assistant certification is required.

    Education or Equivalent Experience:

    + High School Diploma is required.

    + 2+ years' experience managing high volume phlebotomy service while meeting superior customer satisfaction expectations. Phlebotomy skills required.

    + Knowledge of, and ability to manage, the general hazards encountered when working with potentially infectious materials, hazardous chemicals, radioisotopes and laboratory equipment.

    + Strong quantitative, analytic and problem-solving skills.

    + Ability to set priorities, make decisions, implement changes and meet deadlines while working effectively with diverse groups of people in a frequently changing environment.

    + Strong interpersonal skills and creative abilities.
