    Job Summary

    TYLin is seeking a Senior Program Manager, Aviation to support the delivery of capital improvement programs at McGhee Tyson Airport in Knoxville, Tennessee. This role represents TYLin in an owner-representative capacity, providing day-to-day program management leadership for planning, design, and construction activities across multiple concurrent aviation projects.

     

    This position is ideal for a senior aviation professional who brings a balanced understanding of program governance, stakeholder coordination, technical delivery, and capital program execution. You will work closely with airport leadership, consultants, designers, and contractors to ensure projects are delivered safely, efficiently, and in alignment with the airport’s strategic objectives.

     

    Responsibilities & Qualifications

    What You’ll Do

    + Serve as TYLin’s **Senior Program Manager** supporting McGhee Tyson Airport’s capital improvement program.

    + Provide overall **program management leadership** , including scope, schedule, budget, risk, and stakeholder coordination across multiple projects.

    + Act as a primary liaison between airport leadership, design teams, contractors, and third-party stakeholders.

    + Support development and execution of **program governance frameworks** , decision-making processes, and reporting structures.

    + Oversee consultant and contractor performance to ensure alignment with program objectives, standards, and contractual requirements.

    + Guide project teams through planning, design, procurement, and construction phases, resolving issues and mitigating risks.

    + Support capital planning efforts, including prioritization, phasing, and coordination of near- and long-term projects.

    + Provide high-level program reporting and briefings to airport leadership, translating technical information into actionable insights.

    + Promote TYLin best practices in program delivery, quality management, and client service.

    What We’re Looking For

    + Proven experience leading or supporting **aviation capital programs** in a program management or owner-representative role.

    + Strong understanding of airport planning, design, and construction processes.

    + Ability to manage multiple stakeholders and consultants within a public-sector or authority-driven environment.

    + Collaborative leadership style with the confidence to operate as a trusted advisor to airport leadership.

    + Experience balancing strategic program oversight with hands-on problem solving.

    Required Qualifications

    + Bachelor’s degree in Engineering, Construction Management, Architecture, or a related field.

    + 12+ years of experience in aviation program management, project management, or capital delivery.

    + Demonstrated experience working with airports, airport authorities, or aviation clients.

    + Strong knowledge of capital project delivery methods and public-sector procurement processes.

    + Excellent communication, coordination, and leadership skills.

    + Ability to work on site at McGhee Tyson Airport in Knoxville, TN.

    Preferred Qualifications

    + Experience supporting regional or medium-hub airport capital programs.

    + Professional certification such as PMP or equivalent.

    + Experience working for or with an engineering or program management consulting firm.

    + Familiarity with FAA-funded projects and regulatory coordination.

    Additional Information

     

    TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range of $170,000 - $230,000 annually for this position and local market.
