Position Summary:
ANSER is seeking a Budget Analyst to assist the Department of Defense (DoD) Chief Information Officer (CIO). In this role you will support the review of information technology and cyberspace activities (IT/CA) budgets across DoD and the development of future IT/CA budget estimates with replicable and defensible data on projected cyber planning, programming, and budgeting.This position requires work duties be performed full-time onsite at the Mark Center in Alexandria, VA.
Day to Day Responsibilities:
+ Support ongoing processes to improve visibility into IT/CA investment activities within the Select & Native Programming Data Input System for Information Technology (SNaP-IT) budgets and spending across all DoD IT/CA portfolios.
+ Assist in developing, reviewing, or modifying cyber cost models and/or strategies.
+ Attend and support IT/CA program and/or portfolio reviews for the DoD to include: cyber infrastructure and cybersecurity reviews; investment reviews; defense business system reviews; major investment reviews; and Congressional Budget Justifications.
+ Assist DoD CIO in meeting OMB requirements and facilitating Planning, Programming, Budgeting and Execution (PPBE) processes.
+ Provide programmatic information for the President’s Budget, congressional reports, briefings and testimony, and Congressional Justification Books.
+ Provide executive secretariat support for Senior Executive Service (SES)/General Officer governance forum meetings.
+ Review, edit, and format written policy, guidance or instruction documents.
+ Track process deliverables and milestones to meet deadlines.
+ Draft briefings, meeting notes, and coordination materials.
+ Other duties as assigned.
Required Qualifications:
+ Possess an active TS/SCI security clearance.
+ Bachelor’s degree in finance, business, accounting, information technology management, data analysis, government, or political science
+ 12+ years of professional experience with budget formulation / development or congressional (or other) reporting efforts. Will accept 10 years of experience with a Masters Degree OR 16+ years of experience with a High School Diploma
+ Demonstrated understanding of current DoD budgetary principles and their associated operational impact.
+ Demonstrated familiarity with DoD Program Objective Memorandum (POM) submission and budget formulation processes.
+ Experience working with budget databases to include, Select & Native Programming Data Input System for Information Technology (SNAP-IT), and / or Defense Information Technology Investment Portal.
+ Experience writing and or researching within DoD appropriations and budget documents.
+ Experience in financial data analysis.
+ Experience supporting the OSW or other DoD component.
+ Familiarity with SNAP-IT, NGRMS, DITIP, and / or DITPR.
+ Excellent written communication skills and attention to detail.
+ Expert level user of Microsoft Office Software, especially MS Teams, SharePoint, and Excel.
Preferred Qualifications:
+ Experience with IT or cyberspace activities with the military services and / or Defense Agencies and Field Activities.
+ Familiarity with DoD CIO issues and priorities.
+ Background in IT portfolio management.
+ Experience briefing GO/FO/SES leaders.
+ Experience with Power BI.
