Summary This position is located within the Office of the Assistant Secretary for Administration, Office of Financial Management (OFM), in the Working Capital Fund (WCF) Division. You will serve as a Senior Financial Analyst providing expert-level financial, budgetary, and analytical support for the WCF. The position is responsible for assessing trends, resolving complex budgetary issues, and managing cost accounting, billing, and funds control activities across the entire WCF portfolio. Responsibilities The Financial Analyst: Independently conducts comprehensive financial planning, analysis, and policy work to support budget formulation, justification, presentation, and execution. Provides substantive advice and assistance to program managers in developing and defending budget requests and supporting documentation and prepares consolidated billing estimates and multi-year forecasts to inform departmental budget decisions. Maintains and updates cost-accounting and billing information monthly, analyze billing data to ensure adherence to established methodologies, and recommend changes to accounting classification codes and allocation techniques to ensure full cost recovery and cost-effective service arrangements for rate- and non-rate-based services. Develops authoritative recommendations influencing financial policy, program planning, and cost recovery models, often working on issues with broad impact across the agency and external stakeholders. Independently researches, interprets, and applies a comprehensive body of regulations and precedents to resolve highly complex issues. OST is looking for an experienced motivated and self-reliant candidate willing to provide comprehensive financial planning, analysis, and policy work to support budget formulation as well as implement and monitor an organization’s budget and project budget plans involving various sources and different types of funding in accordance with program plans and regulations. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience independently conducting comprehensive financial planning, analysis and policy work to support budget formulation justification, presentation, and execution. Experience maintaining and updating cost-account and billing information and analyzing billing data to ensure adherence to established methodologies. Experience independently researching, interpreting and applying a comprehensive body of regulations and precedents to resolve multi-layered issues. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Federal Funds Processing - Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Communications - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately; and writes in a clear, concise, organized, and convincing manner for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
