Summary This position is in the VA Headquarters Office of Communications, in the Veterans Health Administration (VHA). Located in Washington, D.C., VHA's Office of Communication manages a variety of significant, complex, public relations functions in support of the Office of the Secretary of Veterans Affairs (VA), the Under Secretary for Health (USH), the Office of Public and Intergovernmental Affairs (OPIA) and field organizations. Responsibilities This position serves as a primary advisor to the Executive Director of Communications (EDC) VHA Chief of Staff (COS), VHA Deputy COS, and VA senior leaders. Major duties include but are not limited to: Serves as the primary point of contact for VHA program offices on business matters related to national broadcast programming, health campaigns, brand management, industry positioning, and special initiatives as assigned. Plans and defines objectives, impact metrics, and oversees the development of supporting products for implementation. Develops and oversees standard operating procedures, tracking and reporting of standardized metrics, budgetary requirements, and ensures message and brand discipline for all VHA health marketing and outreach campaigns, national broadcast programming, and special initiatives. Manages the design, development and implementation of the annual VA National Broadcast Programming Plan and VHA National Health Campaigns and Brand Management Plan, including development of marketing and amplifications strategies and initiatives to support the plan's objectives Reviews resource allocation, risk management, asset enterprise management, planning, programming, budgeting, execution, program integration, and quality assurance of subordinate programs. Conducts management surveys, program evaluations and training visits to program offices and field locations to assist in improving operations, and product effectiveness to identify areas where national broadcast programming, health marketing and campaign program directives require modification. Executes the full range of personnel management supervisory responsibilities. Plans work to be accomplished by subordinates and sets priorities. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of audiovisual, editing, and production principles as related to broadcast programming as well as mastery of evaluating industry trends, audience segmentation, message development, and data analysis related to national scale health marketing campaigns. This includes proficiency in methods, practices and techniques; analytical methods, systems and tools; design and content development systems and tools; external and internal communications platforms; and interpersonal relations practices. Develops new, standardized methods and approaches in planning, evaluating, and reporting on return on investment and impact metrics of the overall VHA strategic communications functional business line. Advises VA Senior Leaders, including the Secretary and USH, on issues involving the application of broadcast and marketing campaign industry best practices in developing or enhancing VA's national broadcast programming and health marketing products, plans and programs. Advises and maintains trusted relationships with senior VA leadership including the Secretary, Deputy Secretary, Senior Advisors, Assistant Secretary of OPIA, and others as necessary related to aspects of national broadcast programming, health marketing campaigns, and special initiatives - recommending strategies for all aspects of the agency's marketing and outreach efforts; and establishing standards for the development and evaluation of marketing and outreach activities throughout the agency. Provides administrative direction to employees by making assignments in terms of the broadly defined mission or function of the organization's broadcast programming and health campaigns program, supporting products, and campaigns. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is usually performed sitting at a desk, at news conferences, briefings, meetings, etc. Some special physical demands are involved in performing the work, such as lifting and moving heavy broadcast studio equipment and sets.
