Summary The Bay Pines VA Medical Center is a general medical and surgical facility, classified as a Level 1A Complexity. It is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology as well as education and limited research. Comprehensive healthcare is provided through primary care, mental health and long-term care. The main facility is in St. Petersburg, and there are services offered in seven community-based outpatient clinics and one outpatient clinic. Responsibilities This position is located in Social Work Service of the Bay Pines VA Healthcare System. The incumbent will provide services at C.W. Bill Young Medical Center. The duties and responsibilities are carried throughout the HealthCare Center including all clinical and other patient care areas involved with the services. The primary responsibility of the incumbent is to provide leadership, guidance, and direction for the clinical and administrative findings for the Social Work clinical internship program, evidence based practice coordination, trainings and continuing education of the staff in Social Work Service to include coordination licensure supervision of appropriate staff. Functions of the position include, but are not limited to: Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction; and implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Performs work related to the review, monitoring, analysis, planning and assessment of the Social Work clinical internship program and licensure supervision of unlicensed staff. Collaborates with subject matter experts and community partners to streamline clinical educational programs for staff. Performs a wide range of services and provides technical assistance--to State, local, and private agencies, and universities--based on monitoring activities and program reviews, and the development and analysis of information. Uses sound judgment to interpret trends and patterns, the application of guidelines, and the recommendation of program enhancements. Performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.). Ensures adequate program coverage and makes changes accordingly. Ensures work is completed timely and reflects quality documentation in accordance with Service, Medical Center, VA and The Joint Commission policy and standards. Assigns work activities to other disciplines in other services that are matrixed to the education of staff and the clinical internship program in Social Work Service. Maintains composure in stressful situations. Uses creativity and flexibility in securing the cooperation, understanding and acceptance of others. Adjusts priorities as needed--work situations change frequently, often during the course of a single work day. Manages conflict and utilizes negotiation skills to maintain productive work relationships with other disciplines in delineation of roles and adapting a team approach to effective patient care to maintain a positive and functional working relationship with other health care providers. Advise Service Chiefs, MH Directors, Executive Leadership, or VISN Liaisons as assigned or requested; serve as liaison to the facility committees and councils (such as QI/QM, RCA, Consumer Councils, or family support, etc.); provide monthly, quarterly or annual reports on implementation progress as requested; and participate in conference calls to coordinate medical center or network and implementation of VHA policies and procedures related to the program assigned. Carry full responsibility for cases presenting a wide range of social, emotional and environmental problems and will provide services according to the assessment of the veteran's needs, encompassing even the most difficult cases. Provides case-appropriate professional social work services for Veterans and families/significant others in compliance with VA, VISN, station, and Social Work policies and memorandums. Casework, group work, case management, and/or community organization social work. Complete documentation and consults in compliance with the Social Work Assessment and Documentation Policy. Complete statistics and work productivity in compliance with the Social Work Statistics and Work Productivity Policy. Maintains updated knowledge of VA programs, policies, procedures, services and benefits and be knowledgeable of the services available in the community and make appropriate referrals for clients (per NASW Standards for the Practice of Clinical Social Work) to effectively utilize services. Maintain accessibility to clients and safeguard the confidential nature of the treatment relationship and of the information obtained within that relationship per NASW Standards for the Practice of Clinical Social Work. Perform and exhibit knowledge and skills specific to the young adult, the adult and the geriatric patient and incorporate age specific issues into assessments, treatments and planning. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. GS-12 Grade Determination Requirements: In addition to the basic requirements, the following are required as a Social Worker (Program Coordinator), GS-12: Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a definedcurriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge Skills and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: a. Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. b. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. c. Ability to supervise multidisciplinary staff assigned to the program. d. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). e. Ability to provide training, orientation, and guidance within clinical practice. Physical Requirements: The physical demands of the work requires use of fingers; moderate walking and standing; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in on eye to 20/20 and to 20/40 in the other; hearing aid permitted; clear speech; emotional stability; moderate duty.Preferred Experience: Experience working with VA trainees/interns.
