Summary You will serve as a PROGRAM ANALYST in the Business Financial Management Branch of NSWC PHILA DIV. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will evaluate major administrative aspects of programs for developing processes to support strategic plans for funds management and workload planning. You will develop administrative guidelines for the conduct of program operations and develop new criteria for measuring program accomplishments. You will develop and interpret guidance in the areas of procurement and financial management functions. You will advise on and improve the effectiveness of the overall direction of the programs concerning financial status, the Federal Acquisition Process, feasibility of control systems, contracting issues, and agency resource allocation. You will provide leadership and execution of non-routine assignments involving new or proposed financial objectives in support of the organization. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector coordinating the analysis of an engineering project or program to ensure cost, schedule, and resource requirements are met. Examples of qualifying experience may include demonstrating an understanding of Program Management responsibilities including funding tracking; applying process and policy requirements for financial receipt and execution; or demonstrating an understanding of Department of Defense instructions.
