Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Lead Engineering Technician technical expert with assigned responsibility for: the management of all aspects of cost estimate preparation associated with design, operations and maintenance of vertical construction projects. Position will be filled at the GS-13 level. Responsibilities Serves as an engineering technician lead responsible for coordinating the estimation and negotiation support efforts of a multi-disciplined group of Cost Estimators on projects. Consults with engineers and architects preparing or reviewing specifications and develops cost estimates required for negotiation of construction contracts. Gives technical guidance to lower grade cost estimators involved in various phases of design and review. Distributes and balances the workload among employees in accordance with established workflow or job specialization, assure timely accomplishment of the assigned workload. Provides leadership to the vertical construction cost engineering team by assisting in group facilitation, coordination, coaching, problem solving, integration of work processes and products, obtaining resources and liaison with the supervisor. Maintains working knowledge of all current technical standards and criteria used for engineering projects. Provides guidance and assistance to cost engineers and Architect Engineers on complex cost engineering problems. Ensures that all data necessary for preparation of estimates have been developed and verifies the accuracy of information. Leads Cost and Schedule Risk Assessment (CSRA) efforts to better inform project stakeholders on project risk and the mitigation thereof. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. (GS-13) Specialized experience: I have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes planning, leading, coordinating, reviewing, and providing cost engineering technical and expert guidance, and training for all aspects of cost estimate preparation associated with design, construction, operations and maintenance for project funding, contract estimates, budget estimates and construction modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
