Summary This position is part of the Defense Human Resources Activity. The incumbent will be responsible for independently providing highly complex HR management advisory and technical services on the most important and substantive organizational functions and work practices to the Department and the Components management and subject-matter experts, identifying and proposing solutions to the most significant, complex, and difficult DoD HR issues. Responsibilities As a Human Resources Specialist (Recruitment/Placement) at the GS-0201-14 some of your typical work assignments may include: Develops recommendations for expert personnel staffing and recruitment services to management with options and recommendations for effective program operations; oversees services and provides information on reduction-in-force; in-service placement, promotions, reassignments, details, temporary recruitment, entitlements to pay and benefits, interviewing, referral, counseling, selection, probationary periods, orientation, employee assistance, merit promotion, delegated examining, EEO as it concerns staffing activities, examining, separation, resignation, LWOP, etc Formulates DHRA/DOD-wide policies, regulations, and concepts for all aspects in accordance with senior regulations in all civilian human capital areas to include planning, sourcing, recruiting, evaluation, selection, pay-setting and application procedures, as required. Provides recommendations on entitlements to retained grade, reemployment priority in accordance with applicable OPM and DoD regulation and modify HR employee relations regulations, prepares written procedures, guidelines or instructions, responds to written inquiries and develops position papers on subjects within the responsibility of the Manpower Management Directorate. The incumbent independently provides highly complex HR management advisory and technical services on the most important and substantive organizational functions and work practices to the Department and the Components 'management and subject-matter experts, identifying and proposing solutions to the most significant, complex, and difficult DoD HR issues. Requirements Conditions of Employment Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Independently providing highly complex HR management advisory and technical services on the most important and substantive organizational functions and work practices to a DoD agency and management and subject-matter experts, identifying and proposing solutions to the most significant, complex, and difficult DoD HR issues. Independently resolving problems impacting programs which extend across Centers/Divisions or throughout a major Component and resolves critical problems and/or issues related to Centers/Divisions or cross-organizational and administrative management over civilians assigned to such organizations, Develops recommendations for expert personnel staffing and recruitment services to management with options and recommendations for effective program operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
