Summary This position is located in the Federal Library and Information Network (FEDLINK) Fiscal Operations Section, FEDLINK Division, Library Enterprises Directorate, Chief Operating Officer. The position description number for this position is 462808. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Responsibilities The position will interface with FEDLINK members and vendors including federal library managers, financial representatives and/or federal agency administrators regarding terms and conditions of the interagency agreements, account balances, and provides guidance and direction to member agencies regarding accounting and contracting policies and procedures. Receives, validates, and processes member service requests involving new members and renewal registrations. Communicates and coordinates with FEDLINK members for correct agency name and address, and funding information. Prepares all other forms/memoranda related to FEDLINK Fiscal Operations. Works with the FEDLINK member financial staff and program points of contact to prepare agreements and orders for interagency agreements (IAAs). Informs the FEDLINK Network Operations and FEDLINK Contracts Office of the funding status of IAAs. Explains FEDLINK policies, procedures, and deadlines. Advises on the compliance of proposed text for inclusion in agreements. Makes weekly presentations on the status of agreement processing in a meeting with the FEDLINK Executive Director, FEDLINK Manager, and/or FEDLINK Financial Manager. Assists customers in navigating the G-Invoicing system. As instructed, prepares documents in Momentum, the Legislative Branch Financial Management System (LBFMS - Momentum) and G-Invoicing system with required supporting documentation specified by rules and regulations of the Library, FARS, and Treasury Financial Manual, and FEDLINK procedures. Reviews supporting documentation for accuracy and completeness. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to provide customer service.** Ability to plan and organize work assignments in order to meet deadlines.** Ability to communicate effectively in writing.** Knowledge of financial management policies and procedures. Ability to utilize automation software applications. Ability to communicate effectively other than in writing. Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
