    General Statement of Duties / Distinguishing Features of the Class

     

    In this role, you’ll guide and support the operations and strategic direction of the City-County Information Systems Department, ensuring our teams, residents, and services stay connected, secure, and future-ready. Your leadership will shape how our community works, communicates, and grows while you take on meaningful projects that make a real difference every day.

     

    This position is a working manager position and requires extensive knowledge of information technology operations and general practices, including current developments and innovations relevant to municipal government. This position reports to the Finance and Budget Director and is a key member of the Chief Executive’s leadership team. The Manager of Information Technology is directly responsible for the County’s strategic use of technology, managing the Information and Technology Department, and working closely with County departments to improve processes and enhance citizen services. The Manager of Information Technology provides the County with ongoing leadership and technical expertise to help set strategic direction and policy. Additionally, this important leadership role must continuously collaborate with department directors regarding technology decisions and works closely with the Chief Executive’s office to secure funding for IT projects.

    The Information and Technology Department consists of four operating services:

    + Operations and Systems services

    + Network Services

    + Client Services

    + Applications Services

     

    It is important to note that the Manager of Information Technology works closely with all other County departments, including the Police and Fire Departments, GIS, Council of Commissioners, and acts as a liaison between contractors and user departments on all information service matters.

     

    Examples of Essential Work (Illustrative Only)

     

    + Develops goals, plans and measurements for the identification and evaluation of the City-County information system’s needs.

    + Confers with department and division heads and other supervisory personnel to discuss, identify and assess their information system’s needs.

    + Identifies the costs, timing and other key issues involved in meeting the City-County information system’s needs.

    + Develops recommendations for enhancing the county’s information systems operations and services in collaboration with top management.

    + Designs and develops computer program specifications and writes computer programs.

    + Recommends hardware and software purchases to meet information system’s needs.

    + Coordinates information system design and application among all City-County departments.

    + Manages the operations and activities of the City-County Information Systems group.

    + Develops, recommends, and monitors the Information Systems budget.

    + Coordinates with State, City-County, and private organizations to increase the efficiency and cost effectiveness of area-wide information systems.

    + Provides GIS support.

    + Attends meetings, conferences and workshops as requested and authorized.

    + Serves as a working director/manager with the ability to perform and assist Information and Technology Department staff members with day-to-day information technology support across the department’s four operating services; and,

    + Performs related work as required.

    + Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc.

    + Performs all duties and work assignments in compliance with project quality requirements.

    + Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.

    + Performs other duties as assigned.

     

    Required Experience, Training, Knowledge, Skills, and Abilities

     

    + Comprehensive knowledge of information technology operations and systems services; system infrastructure and administration; network design, build, and administration; client services and support; and application services and support.

    + Comprehensive knowledge of principles and practices of diverse decentralized information systems.

    + Comprehensive knowledge of public sector information system policies, practices, and procedures.

    + Comprehensive knowledge of City-County department functions, procedures, policies and organization.

    + Comprehensive knowledge of the methods and procedures for maintaining information systems.

    + Skill in leadership, motivation, management, coordination, supervision and evaluation of the work of others.

    + Skill in interpersonal communications and persuasion.

    + Ability to communicate well with others both orally and in writing, using both technical and non-technical language.

    + Ability to plan, organize, prioritize, motivate and evaluate the work of others.

    + Ability to teach and encourage others to learn new practices and procedures to accomplish work objectives.

    + Ability to establish and maintain effective working relationships with the Chief Executive, other department and division heads, City-County employees and their representatives, third-party hardware and software providers, Council of Commissioners and the general public.

    + Excellent writing skills, a highly articulate oral communicative style, and the ability to clearly explain complex issues to a wide variety of constituents.

    + Proactive at providing information to the Chief Executive, the Council of Commissioners and other county department directors.

    Acceptable Experience and Training

     

    + Graduation from a regionally accredited college or university with a bachelor’s degree in information technology, Computer Science, Networking, System Design or a related IT area; or a management degree or MBA with extensive, proven experience and background in information technology, networking, and system design.

    + Five (5) or more years in network systems design, installation, maintenance, and administration; and five (5) or more year’s supervisory experience.

    + Experience with telecommunications interface with networks is preferred.

    + Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

     

    Required Special Qualifications

     

    + Possession of a valid Driver’s License issued by the State of Montana.

    + Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance. See below.

    2.08.010 Residence during employment. From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 § 1, 1979)
