    This position is eligible for teleworking , which is currently one day per week. New hires are eligible to apply 30 days after their effective hire date.

    Opening:

    Position Objective:

    Develop and oversee processes related to invoicing, budget tracking and reporting, procurement, scheduling, coordination meetings, and transportation. Oversee the social service contractors who provide outreach and case management services to homeless individuals. Under guidance, this position implements and monitors agency-wide homeless policies and programs. Position interfaces with all levels of city, state, and federal officials as well as relevant private organizations to promote MTA’s homeless policies.

    Responsibilities:

    + Oversee the social service contractors who provide outreach and case management services to homeless individuals using the transit system as surrogate shelter, gets direction from management on use of services and implements. May assist in facilitating meetings in the absence of the Senior Director. May represent the MTA in planning meetings with internal departments such as, but not limited to, MTA Police Department, New York City Transit, and the Commuter Rail agencies (Metro-North and LIRR). Would also facilitate and assist with coordinating meetings with external agencies, such as but not limited to the New York City Dept. of Homeless Services, New York City Police Dept., the Office of Mental Health for New York State, documents program implementation, and follow up.

    + Support the Senior Director in development of standard operating procedures for Station Employees, MTA Police Department (PD), Homeless Contractors and MTA employees.

    + Analyze the integrated outreach efforts (social services, police, security) and their progress toward meeting goals. Publicize system wide outreach efforts; help maintain website. Keeps informed of city, state, federal, private transportation, and social service programs concerned with the homelessness .

    + Oversee financial management of agency-wide contracts. Develop and oversee processes related to invoicing, budget tracking and reporting, procurement, scheduling, coordination meetings, and transportation. Support departmental units by providing administrative and technical support for on the ground programs. This person will assist with reviewing invoices with the use of spreadsheets to confirm expenses to be paid. Responsible for overseeing the administration of third-party contractors to ensure timely processing of weekly payments to these parties. Ensure that the budgeting and invoicing meets quality assurance standards.

    + Perform any other duties as requested to assure the smooth business operations of the department. Other duties as assigned.

    Required Knowledge/Skills/Abilities:

    + Must have knowledge of financial and budget analysis

    + Must have knowledge of querying databases/tables.

    + Demonstrated ability to work with all internal levels within a given organization.

    + Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

    + Demonstrated ability to work in a high-profile, high-pressure environment effectively.

    + Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

    + Demonstrated quality assurance experience

    + Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

    + Strong attention to detail.

    + Demonstrated analytical capabilities and quantitative skills.

    + Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook

    Required Education and Experience:

    + Bachelor’s Degree in Business Administration or Accounting or in a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and

    + Minimum 6 years of related experience in accounting, invoicing, contracts, and/or administration

    + Total of at least 10 years’ related experience in accounting, invoicing, contracts, and/or administration without a bachelor’s degree.

    The Following is/are preferred :

    + Master’s degree in a related field.

    + At least 3 years in a managerial and/or leadership role.

    + Advanced Excel skills preferred (i.e. SUMIF, LOOKUP, Tables, Pivot Tables).

    + Knowledgeable in querying databases/tables or comparable applications.

    + Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.

    + Familiarity with the MTA’s policies and procedures.

     

    Other Information

     

    May need to work outside of normal work hours (i.e., evenings and weekends)

     

    Travel may be required to other MTA locations or other external sites .
