Directs the provision of quality patient care in collaboration with the Vice President of Operations/Chief Nursing Officer by identifying, analyzing, and refining clinical and system processes and operations to improve and ensure positive patient outcomes. Utilizes human and financial resources effectively to achieve operational imperatives within the Hospital division. Contributes to the development and maintenance of a professional practice environment that supports positive patient care outcomes and staff satisfaction.
Depending on hospital structure, this role reports to and assists either the Chief Nursing Officer or the VP of Operations in the development of policies and goals that address patient care operations. In all reporting structures, this role maintains accountability to the Chief Nursing Officer regarding clinical nursing practice.

Responsibilities Leadership & Workforce Management
+ Participate in workforce planning and employment decisions, including selecting talented surgical services leaders, mentoring others, and applying appropriate corrective disciplinary actions to address workplace behavior issues.
+ Develop relationships and integrate all team members-including physicians-into the team's work.
+ Establish and maintain positive rapport and cooperative relationships with peers, nursing staff, hospital staff, medical staff, management, and others.
Quality & Patient Care Excellence
+ Ensure exemplary patient care; validate that care is provided according to current standards of practice.
+ Support and monitor the quality improvement program at departmental and institutional levels.
+ Ensure patient satisfaction and implement measures to address inefficiencies in care and service.
+ Initiate and promote communication to support coordinated, interdisciplinary clinical support services.
+ Enhance administrative efficiencies through effective verbal and written communication.
+ Demonstrate sound negotiating skills.
Clinical Process Improvement & Data-Driven Decision Making
+ Utilize hospital data management systems to access information and analyze data for planning surgical processes and systems.
+ Lead or form problem‑solving teams around clinical improvement issues.
+ Recommend changes within the division to support delivery of quality patient care.
+ Serve as a change agent, helping others understand the importance and impact of change.
+ Establish quality care as a core value and primary accountability in all aspects of surgical services.
+ Recommend changes in clinical care or process improvement based on findings, team recommendations, and research to promote cost‑effective, high‑quality outcomes.
+ Collaborate with leadership to determine patient care quality improvement goals and objectives.
+ Monitor clinical activities to identify risk and implement patient safety initiatives.
+ Demonstrate initiative in addressing complex, high‑risk problems and reframing them as opportunities and challenges.
+ Share nursing‑sensitive quality outcomes in appropriate leadership forums.
Professional Practice Environment & Compliance
+ Contribute to the development and maintenance of a surgical services environment that supports positive patient outcomes and staff satisfaction.
+ Articulate and ensure compliance with patient care and nursing standards established by regulatory agencies (PA DOH, CMS, The Joint Commission), regional standards, and professional organizations.
+ Recommend policy and procedure changes at all organizational levels.
+ Collaborate across UPMC to identify and support joint educational opportunities.
+ Support planning, implementation, and evaluation of nursing programs, including orientation and continuing education.
+ Role‑model and mentor others in utilizing evidence‑based data for management and clinical decisions.
+ Participate in professional organizations to enhance personal growth and foster collaborative relationships regionally, nationally, and internationally.
+ Promote the ongoing development of the Professional Practice Council and peer‑to‑peer accountability.
+ Coach and advise professional staff in developing their professional development plans.
Engagement, Collaboration & System Development
+ Engage staff at all levels in decision‑making related to their practice.
+ Develop and evaluate clinical systems to support comprehensive patient/family care across the continuum.
+ Utilize varied leadership styles appropriate to situations and staff developmental stages.
+ Develop nursing leaders and support successful planning activities.
+ Create structures and support systems that promote meaningful staff input and participation.
Operational & Strategic Leadership
+ Provide direction and support to Surgical Services leaders and direct reports by identifying, analyzing, and refining clinical and system processes to improve patient outcomes.
+ Communicate and model the shared mission, vision, and values of Surgical Services and UPMC.
+ Assist with development of the hospital Nursing strategic plan.
+ Demonstrate a philosophy of lifelong learning.
+ Facilitate planning, implementation, and evaluation of patient flow initiatives to enhance care delivery and patient satisfaction.
+ Define programmatic and financial goals aligned with the short‑ and long‑term goals of the program, division, and UPMC.
+ Analyze performance from business and financial perspectives and contribute to achieving financial goals.
+ Identify internal and external factors affecting program viability and intervene to optimize outcomes.
+ Develop short‑term and long‑range plans and budgets based on division goals and present recommendations.
+ Promote a customer‑service approach and ensure patient care outcomes and departmental goals are met.
Regulatory Compliance, Risk Reduction & Research
+ Achieve organizational outcomes related to core measures, regulatory influences, pay‑for‑performance, HCAHPS, OASCAHPS (as applicable), and staff and customer satisfaction.
+ Conduct analysis of clinical variance trends and direct programmatic activities aligned with operational imperatives.
+ Collaborate with medical staff and stakeholders to improve patient outcomes, set clinical quality priorities, and implement service‑line safety initiatives.
+ Identify and participate in research activities; promote and utilize evidence‑based practice.
+ Identify appropriate risk‑assessment strategies and lead risk‑reduction efforts within the service line.
+ Monitor compliance with policies of regulatory agencies (The Joint Commission, DOH, CMS) and environmental health and safety.
Financial Management
+ Prepare annual operating and capital budgets for service divisions, aligning with departmental and organizational goals.
+ Establish performance standards and maintain economic constraints; demonstrate creativity and initiative in cost containment and operational effectiveness.
+ Analyze and monitor financial performance to ensure efficiency and resource utilization within budget.
+ Exercise sound judgment in planning, allocating, and authorizing funds for clinical and program needs.
+ Operate within defined fiscal parameters related to testing volumes.
Culture, Collaboration & Professional Practice
+ Build trusting, collaborative relationships with staff, peers, physicians, and ancillary services.
+ Ensure that nursing practices align with the mission and vision of the organization, meet regulatory and healthcare agency standards (PA DOH, CMS, The Joint Commission), and support UPMC policies.
+ Contribute to developing and sustaining a professional practice environment that leads to positive patient outcomes and staff satisfaction.

Qualifications
+ BSN required
+ Relevant Master's degree required
+ Doctorate in Nursing Practice (DNP) preferred
+ Five years of progressively increasing management experience in a healthcare facility and/or healthcare field required
Licensure, Certifications & Clearances
+ Registered Nurse (RN)
+ National Nurse Executive Certification preferred
+ Act 34 Clearance
+ _Current licensure either in the state where the facility is located or, if the facility is in a state covered by the multistate Nursing Licensure Compact (NLC) agreement, a multistate license issued by a participating NLC state._
+ _Hires and current employees working on an out‑of‑state NLC license who later change their residency to the state where the facility is located will have 60 days from the date of residency change to apply for licensure within that state._
