Position Description
The Administrative Services Manager position is located within Integrated Family Services (IFS) and serves as a key member of the Juvenile Court leadership team, responsible for unifying and advancing the work of three critical program areas: The Family Well-Being Division, the Foster Care Review Board, and the Truancy Reduction Team. This position leads with vision and strategy to strengthen families, improve youth outcomes, and reduce court involvement through proactive, data-informed, and trauma-responsive approaches. The incumbent champions the philosophy that families are best served when systems collaborate, data drives practice, and the collective impact is shared to build public trust and understanding. The position provides both programmatic and operational leadership, ensuring that all initiatives reflect the Court’s goal of empowering families, preventing system involvement, and promoting equitable opportunities for every child in Davidson County.

Typical Duties
Key Areas of Oversight
+ Family Well-Being Division: A multidisciplinary team providing holistic family assessments, parent engagement,
behavioral health service coordination, and connections to employment, education, and
housing supports.
+ Foster Care Review Board (FCRB): A community-based board that reviews cases of children in foster care to ensure timely
permanency, compliance with federal and state mandates, and engagement of families
and stakeholders.
+ Truancy Reduction Team: A collaborative unit focused on reducing chronic absenteeism through early intervention,
family engagement, and school-based partnerships that promote educational success.
+ STARR team: A public facing team that assists youth and their families as they navigate low level
offenses and family disruption due to status offenses or unruly behavior. This team
connects with and collaborates with community partners.
Strategic Leadership and Program Integration
-Provide strategic direction, coordination, and oversight for the Family Well-Being, FCRB, and Truancy teams, ensuring alignment with Juvenile Court goals and local, state, and federal mandates.
-Develop and implement a comprehensive Integrated Family Services framework that connects prevention, intervention, and recovery supports across divisions.
-Foster a culture of collaboration, innovation, and accountability across multidisciplinary teams and community partners.
Data-Driven Decision Making and Performance Management
- Lead a data-informed culture by using qualitative and quantitative data to monitor outcomes, identify trends, and guide resource allocation.
- Collaborate with the Court’s Data Coordinator to produce dashboards, outcome reports, and program evaluations demonstrating the impact of family-centered strategies.
- Translate data to highlight the Court’s positive impact on children, families, and the broader community.
- Establish performance metrics and quality assurance systems for all programs under the division.
Program Development and Evaluation
- Oversee the development, implementation, and continuous improvement of evidence informed programs that strengthen family stability and reduce recidivism.
- Ensure consistency in service delivery models, documentation standards, and compliance with state and federal requirements.
-Identify gaps in services and spearhead new initiatives or partnerships to address unmet family needs.
Community and Systems Collaboration
-Build and sustain strong partnerships with Metro agencies, MNPS, DCS, behavioral health providers, workforce development organizations, and community-based partners.
-Represent the Court in interagency initiatives focused on child welfare, education, truancy, and family stability.
- Serve as a liaison to the Mayor’s Office, Metro Council, and other local bodies for family- and youth-related initiatives.
Leadership and Team Development
- Supervise managers and coordinators across all assigned units; provide coaching, professional development, and performance feedback.
- Promote an organizational culture that prioritizes equity, trauma-informed practice, and shared accountability for outcomes.
- Ensure staff receive ongoing training in data utilization, cultural responsiveness, and family engagement.
Impact Communication
- Collaborate with Public Information Officer to highlight successes and community impact.
- Develop the Annual Integrated Family Services Impact Report that showcases family outcomes, data trends, and testimonials that will also become part of the Court’s annual reports.
- Contribute to public presentations, grant narratives, and community events that advance understanding of the Court’s preventive and restorative work.

Minimum Qualifications
EDUCATION AND EXPERIENCE
Bachelors degree in Social Work, Public Administration, Psychology, Education, or a related human services field and five (5) years of experience in human services, child welfare, court systems, or program management.

Preferred Experience, Knowledge, Skills, and Abilities
+ Master’s degree in Social Work, Public Administration, Psychology, Education, or a related human services field
+ Previous supervisory or management experience overseeing multidisciplinary teams
+ Demonstrated success in using data for program improvement, evaluation, and public communication
+ Experience collaborating with judicial, educational, and community systems
