    Job Summary:

    R3 requires a Container Management Specialist/Field Technician to support the Navy Expeditionary Logistics Support Group (NAVELSG) with the ISO shipping container program. Must demonstrate proficiency and be an authorized user of the Joint Container Management (JCM) system and familiarity with Military Standard 3037 for assigned containers. Support of assigned containers to include ISO, tactical shelters, and ISO-configured equipment for recertification.

    Duties and Responsibilities:

    + Demonstrate proficiency and be an authorized user of the Joint Container Management (JCM) system.

    + Perform inspections and re-inspections according to Military Standard 3037 (MIL-STD-3037) for all assigned containers.

    + Conduct re-inspection and recertification of ISO containers, tactical shelters, and ISO-configured equipment all containers on hand at NAVELSG prior to the expiration of date on the Department of Defense Form (DD Form) 2282 to include Convention for Safe Container (CSC) Reinspection Decal and complete a required DA form 2404.

    + Inspect containers for damage to the walls, top and bottom structure, broken or dry rotted rubber seals, hinges, and latches as per inspection procedures re-inspect containers with less than sixty (60) days prior to loading or transport.

    + Upload DA Form 2404 and all required information into JCM assist with and provide NAVELSG with hard copy assist with opening jobs in OMMS to capture man hours required to complete inspection and or repair of container.

    + Appropriately mark, stencil, and track all containers in JCM, OHMS-NG, and DPAS.

    + Receive, inspect, refurbish/repair, and modify approximately, two-hundred and twenty-four (224) shelters/containers per year.

    + Modification and Integration: experience in the installation and integration of equipment into shelters/containers or modify existing shelter/containers. Experience in fabricating and integration of hardware and installation kits.

    + Draft a detailed CAD drawing for each container that is modified. The drawing will be used to perform the modification and integration.

    + Perform testing to ensure that components and equipment are operationally ready in accordance with the established procedures. Testing shall involve shelter/component set-up, preventive maintenance inspections and operation of major systems (i.e., electric motor/pump units, etc.). Notify the government within two (2) business days via written correspondence of any shelter component failing to operate or found damaged.

    + Preserve existing mandatory markings or will remark shelters with mandatory markings if necessary. Ensure these markings are in accordance with the Mil-HDBK-138 (series).

    + Document the Shelter/Container/Hatch Box status, location, Container Safety Convention (CSC) certification date and expiration date, ready for issue and any known deficiencies of containers in on DA Form 2404. The data will be utilized to update the Joint Container Management System (JCMS).

    + Support routine assessment and testing onboard assigned equipment including conducting system and equipment functional tests to achieve TOA ready status.

    + Conduct engine inspections and ensure operational readiness onboard various CEEI equipment for proper performance to achieve TOA ready status. Review logs, records, engine hours, scheduled maintenance requirements, document findings, and provide recommendations and corrective actions.

    + Assist with or perform welding and fitting support services for repairs to equipment and ISO containers and associated equipment.

    + Conduct pre- and post-delivery acceptance inspection at designated sites, document findings, assist with discrepancy documentation and corrections.

    + Assist with assessment, troubleshooting, and repair of Heating, ventilation, and air conditioning (HVAC), Air Conditioning and Refrigeration Systems and standard auxiliary systems on equipment, cargo containers, shelter assets.

    + Provide engineering support to assist in identification of alteration and up-grades, and installation and repairs.

    + Support warehouse management across four warehouses, with over one thousand ISO/ISU containers with forklift operation.

    + Conduct ILOs on FSSPs and like equipment to include FSSP commodity management, preventative and corrective maintenance and ILO. Inspect the equipment for potential damage incurred during recurring shipment and design additional blocking and bracing if needed. Inspect the FSSP for damage and/or missing parts to include; hose assemblies, couplings, excessive wear, all ground cables to ensure they are correctly installed and for broken or damaged conditions. Provide field service to all pumps and valves and repair or replace hoses and couplings in accordance with Technical Manuals.

    + Develop processes for utilizing DPAS-WM to include data entry in the day-to-day operations of NAVELSG TOA.

    + Issue and receive equipment and track items deployed throughout NAVELSG Enterprise.

    + Support Integrated Logistics Support / Overhaul ILS/ILO Center procedures.

    + Assist with configuration of TOA Warehouse Facilities.

    + Prepare contract deliverables such as monthly status reports.

    + Assist with quality control processes.

    Qualifications:

    + Secret security clearance eligibility required

    + Experience with Navy TOA processes required

    + Experience using the Defense Property Accountability System (DPAS) or Enterprise Logistics Management System (ELMS), and specifically the Warehouse Management module, required

    + Experience using accountable property systems of record (APSRs), such as Model Based Product Support, CDMD-OA, OMMS-NG, EXMIS, JCM, MILSTD, CSC and SKED, required

    + Proper handling of HAZMAT is required

    + Experience with the Navy’s 3M preventative maintenance system required; 3M supervisor experience is highly desirable

    + Must be AMMO43 container inspector

    + Must recertify every 48 months in container certification

    + RPPO/3M 302 highly desired

    + Experience using business intelligence software, especially TABLEAU, is highly desirable

    + Materials handling equipment (MHE, e.g forklift operator up to 30K) license is highly desirable

    + Proficient in the use of Microsoft Office products
