Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsiblities
SEO Programs is searching for an exceptional Business Specialist to support program development and management, strategic plan implementation tracking and reporting, improve knowledge management processes, and support reporting and knowledge sharing efforts. In this position you will work with a dynamic team in a fast-paced environment with high levels of responsibility where work quality and professional judgement is critical for your success.
Key Responsibilities
+ Develop and coordinate plans and processes to better connect NNSA program opportunities across existing and with potential new programs.
+ Responsible for internal and Nuclear Security Enterprise Program Manager training initiatives.
+ Develop, analyze, and recommend courses of action on improving knowledge management processes.
+ Improve efficiency of data collection for reporting (EMOR, PEMP, NA‑10) efforts.
+ Responsible for NNSS and SEO strategic planning and develop and implement procedures to track and report SEO Programs objectives.
+ Develop and implement programs to give the company opportunities to meet its contractual work requirements in an efficient, economic manner.
+ Maintain strong working and collaborative relationships with internal organizations (e.g., IT, HR, Property Management) to facilitate management and staff needs.
+ Work is guided by consultation with management, based on project/program objectives and strategies. Makes decisions on behalf of management, within prescribed scope of authority.
+ Gather and organize information on program or plan problems or procedures.
+ Perform other duties assigned by Management.
Qualifications
+ Bachelor’s degree in related field and at least 12 years’ of professional level experience, or equivalent training and experience.
+ Demonstrated experience in supporting program management and development.
+ Familiarity with NNSA missions and NNSS reporting requirements with emphasis on NA-10 Defense Programs.
+ Demonstrated ability to leverage technology to improve and communicate knowledge management processes.
+ Demonstrated experience supporting strategic planning and implementation efforts.
+ Demonstrated excellent oral, written and interpersonal communication and presentation skills.
+ Ability to run/interpret reports from PCRS and provide analysis to support business decisions.
+ Demonstrated ability to analyze data gathered and develop solutions or alternative methods of proceeding.
+ Demonstrated ability to lead a team to plan and execute workshops/meetings with 100+ attendees from various outside entities or stakeholders.
+ Demonstrated ability to engage with customers inside and outside of the NWC (e.g., laboratories, universities, military academies, etc.) to schedule, plan, and set up coordination for visitors, foreign nationals (including AWE visitors), and students.
+ Required Q or equivalent clearance.
+ Preferred knowledge of NNSS SEO mission and execution areas.
+ The primary work location will be in North Las Vegas, Nevada.
+ Travel will be required (minimal).
+ Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
+ Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
+ Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $119,995.20 - $186,014.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
