    Job Description

    Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA).     Responsiblities

     

    NNSS is seeking an experienced Safeguards & Security Specialist (Senior Safeguards & Security Specialist) to join the team as an Accountable Nuclear Material Custodian. The Specialist in the role will oversee the implementation and activities of a graded, effective safeguards program for control and accountability of nuclear material (NM).

    Key Responsibilities

    + Develop, coordinate, and implement facility and project specific plans and procedures.

    + Provide oversight to ensure proper control and accountability of accountable NM at the Nevada National Security Site (NNSS) are complied with to include, but not limited to:

    + Proper safeguarding and storage of NM.

    + Proper documentation of transfers and receipts of materials; determination of need for and the proper application of tamper indicating devices.

    + Coordination and oversight of physical inventories.

    + Participation in assessments/performance tests; review procedures and plans; obtain and maintain all training as assigned.

    + Coordinate and perform inventory activities and item reconciliation; perform backup duties for other Nuclear Material Custodians; and be trained in NM measurements to include verification and confirmation measurements.

    + This position provides technical leadership and direction to include identifying, evaluating and compiling detailed technical information related to the mission and process in regard to accountable NM; interface with the management of the facility and/or operation in which accountable NM is located; troubleshoot anomalies related to accountable NM; inventory difference investigation, calculations, and resolution; assist in development of corrective actions for any identified deficiencies; participate in management reviews of issues involving accountable NM; develop and maintain appropriate documentation for assigned areas. Position interacts with a broad range of NNSS management and staff, national laboratory representatives, and various government agencies.

    + Performs other related work as assigned by supervisor or management.

    Qualifications

    + Bachelor's degree in field related to the position or equivalent training and experience plus a minimum of 5 years of progressive related experience.

    + Ability to learn and understand the Local Area Nuclear Material Accounting System (LANMAS) is required.

    + Participate in Human Reliability Program (HRP).

    + Become and Radiological Worker I qualified within three months of start date.

    + Demonstrated success in providing customer support and interface.

    + Experience in interacting with a broad range of management, staff, and various government agencies.

    + Demonstrated effective interpersonal skills, and successful problem resolution and negotiation skills. Excellent oral and written communication skills.

    + Ability to provide input on hardware and software requirements for Nuclear Material Control and Accountability (MC&A) systems at the NNSS is desired.

    + Knowledge of NNSS programs and operations, familiarity with interpreting and implementing MSTS and Department of Energy policies, procedures, and practices and experience working in a multidisciplinary environment is desired.

    + This position requires unescorted access to radiological and Material Access Areas.

    + The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).

    + Work schedule will be 4/10s Monday through Thursday (subject to change).

    + Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    + Must possess a valid driver’s license.

     

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

     

    **Department of Energy Q Clearance** (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707\_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Annual salary range for this position is: **$78,832.00 - $118,248.00.**

     

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
